Minutes of the meeting of Winteringham Parish Council held on Tuesday 2nd March 2010 in the Tom Thrush room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 2nd FEBRUARY 2010
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor K Ashberry, seconded by Councillor H Wells that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Water Side Drain – The drain has now been cleaned out apart from an area in front of Havendale. Ancholme Internal Drainage Board had been asked why. No reply as yet.
b) Scoping Report on Winterton Wind Farm proposal – Nothing new to report.
c) Notices on the pavement in front of the two Public Houses. – sorted out.
FINANCIAL MATTERS
The Councillors agreed on payments to be made. There is £2094.70 in the current account at the present time.
HIGHWAY MATTERS
a) Road surface on Ferry Lane – Nothing new to report.
b) Holes in road surfaces – Still awaiting repair.
c) Footpaths – request for slurry sealing was made but no response
d) Drain in front of the Village Shop – A van has been seen parked on the footpath in front of the shop
e) Town End Junction and Speed calming measures on Cliff Road - Letter had been received from Roy Hindmarsh of the Safer Road Team. The traffic on Cliff Road will be monitored for a seven day period to measure traffic flow and vehicle speeds. It will probably be the New Year before this is done but then the results will be collated and it will then be assessed to see if the location falls within the Speed Management Strategy. Once this has been done then the team will look at the junction layout. A reply had also been received from Steve Harrison of the Traffic Team to say that they would be assessing the situation.
f) Request for Salt Bin at junction of Hewde Lane/Cliff Road – No reply
g) Hewde Lane Name sign - repaired
h) Warning Post on the grass triangle on Back Lane – repaired
New Issues Reported that water was being forced out of the cover on the drain in front of 6 Market Hill – North Lincs and Anglian Water had responded and the issue is resolved.
A road sign saying Hewde Lane to be requested for the bottom of ‘Sutton’s Hill’. Also a Marsh Lane road sign to be positioned adjacent to Tune’s Farm.
PLANNING MATTERS
a) New application 2010/0090 - Planning permission sought to erect a cycle shed at the Primary School. No objections or comments
2010/0092 – Permission to erect an agricultural building at Eastfield Farm. (Councillor Dowson declared his interest but there were no objections or comments.)
b) Planning Permissions Granted 2009/1509 – Consent sought to carry out works to a mature common beech at Paddock House, 14 Silver Street.
PLAYING FIELD
Inspections - Councillor Tong had carried out inspections but there was nothing that required attention.
Inspection Report received from North Lincs
New nets for small goal posts - Councillor Nigel Hill had said that he has some larger nets in his possession but he had said that it will probably be spring before he has time to cut and fit them. (Councillor Hill was not at this meeting.)
Refurbishment of Play Equipment Councillor Tong had asked two firms to quote for repainting the Play Equipment.
A quote of £1399.12 plus VAT has been received from Holmes & Musgrave
At the last meeting the Clerk had reported that Winteringham has been successful in being put forward into Stage 2 of the selection process re the Playbuilder Year 2 Project. The Clerk had now been asked to complete the Second Stage Application Form. The draft of this second application form was e mailed on 6th February.
Any further action on the Play Equipment is suspended until the result of this application is received.
HANDYMAN
Mr Thompson has collected up more clips from the fencing around the AWSF.
It was agreed that a battery operated strimmer should be purchased at a cost of £65. Councillor Ashberry will deal with this purchase.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
Nothing new to report except that the wall on the corner of Market Hill/High Burgage needs repairing as the slabs are loose following an accident. Councillor Ashberry will speak to the owners of the property.
PARISH PATHS
Several meetings past the Clerk had reported that an e-mail had been received from Mr Sanderson to say that the posts should be replaced shortly. A comment had been passed that the post in the field behind Pike’s House is too far into the field.
There is a large amount of dog mess on the path leading up from Suttons Farmyard to the Cliff. The clerk will be asked to contact Mr Sanderson to see if he has any ‘Clean Up after Your Dog’ signs.
REPORTS FROM REPRESENTATIVES
Neighbourhood Watch - Leaflets had been received and will be distributed around the village.
NATS - Councillor Foord has attended the last meeting but there was nothing specific about Winteringham discussed
Cemex – A meeting will be held on 9th March.
Village Hall - Nothing new to report.

Items to bring to the Notice of the Chair/Clerk
Councillor Foord had received a phone call from VANL regarding the formation of a Youth Club in the Village Hall. He is to ask them to contact the Village Hall secretary.
Councillor Ashberry had received a phone call from a distressed lady whose dog had been poisoned. She had posted warning notices and had spoken to the pest control officer. Investigations are ongoing
Councillor Dowson had been contacted by a resident who is willing to volunteer for the post of Flood Co-Coordinator. Mr Les Ward still has all the paperwork regarding this. The Council will look at this again at the next meeting.
