Minutes of the meeting of Winteringham Parish Council held on Tuesday 1st March 2011 in The Tom Thrush room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 1st FEBRUARY 2011

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor Hatton, seconded by Councillor Ashberry that these minutes be accepted as being a true record.  They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a)  Debris on Jubilee Gardens- cleared away

    b)  Notices re. Dog Control Signs – The Clerk has looked as she has walked around the villages and there does seem to be adequate signing.

FINANCIAL MATTERS

    The Councillors agreed on payments to be made this month.
    The Clerk had prepared a report on spending as at the 1st March.  This was presented to the Councillors.

HIGHWAY MATTERS

    Road edge from Mere Garage to Cliff Road junction.- A temporary repair has been done.  

    Salt at junction of Hewde Lane/Cliff Road –A heap of salt has been left at this junction.  In his e mail dated 28.1.11 Mr Peam from North Lincs says a salt bin will be provided as soon as there is one in stock

    Numerous holes in road surfaces – Reported again following the February meeting and several have been repaired.  Another list will be sent to Highways Maintenance.

    Haven Bridge – Nothing further to report – the temporary repair is still in place.

New Issues to be reported

    A dip in the road surface seems to be developing on Sutton’s Hill.
    Water is standing on the road surface adjacent to Orchard Farm on Silver Street the grips need clearing out both here and on A1077 adjacent to Eastfield Farm.

    The cover is missing from the bollard at Mere Garage junction.

PLANNING MATTERS

    a) New applications
    2011/0203
    – Planning permission sought to replace existing garage with a double domestic garage – Jacob Plot 11 High Burgage – No comments or objections

    b)  Planning Permissions Granted
    2010/1390 –
    Planning permission granted to convert existing barn to provide four additional guest suites at Winteringham Fields
    2010/1397 – Listed building consent for the above granted
    2010/1391 - Planning permission granted to demolish outbuilding and erect a two storey leisure facility at Coleby House, 3 Silver Street
    2010/1401 – Conservation area consent granted for the above.

PLAYING FIELD

    Inspections - Councillor Tong said that the nets on the small goal posts need refitting.  Other than that there were no problems to report.

    Increase in the cost of Play Equipment Inspections by North Lincolnshire Council - the cost of inspections for the year April 2011 to January 2012 will be £208.20 plus VAT. (with vat £260.25).    £250 exclusive of VAT was allowed in the budget
    (In the current financial year we paid £244.64 –inclusive of VAT) 

    Service Agreement has been received for 2011-12.  This was completed and returned

    Holes in surface of AWSF/covers for post holes – Councillor Tong will look at these again when the weather and lighter evenings permit

    Awards for All Grant – the order has been placed with SMP for the additional items of play equipment.  Just waiting to hear from them when the equipment will be ‘fitted’.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing reported

PARISH PATHS

    In his e mail, David Sanderson said that work would be carried out shortly on the issues raised.

    The Clerk was asked to e mail Colin Wilkinson to say that the Councillors are extremely concerned about the very narrow width of FP316.

REPORTS FROM REPRESENTATIVES

    Neighbourhood Watch – good meeting with better attendance.  However, there were no real causes for concern.

    NATS –Stewart Atkinson from North Lincs Council is supposed to be liaising with Councillor Foord.  A meeting will be held with Ken Bates and Neighbourhood watch groups attending.

    Cemex – Nothing new to report

    Village Hall – At the recent meeting fund raising had been discussed including a 2012 calendar.
    Speed ramps are to be erected at the entrance to the car park.

    Emergency Action Team – More team members have been recruited.

    a)  Forthcoming Meetings – Already on notice boards
    b)  E mail from Pam Dudson re Parish & Town Council networking – a meeting will be arranged
    c)  Information Road Show in Winteringham on Tuesday 22nd March – waiting for posters etc
    d)  2011 Census – Notice urging everyone to complete the census has already been put on notice board

Items to bring to the Notice of the Chair/Clerk

    Letter to be sent to the owner of the vehicle illegally parked outside The Cottage, Market Hill.

    A pickup truck has been parked on the side of ‘Shoe Maker Hill’ in such a way that the only way drivers can pass is by going up on the grass verge.

    As Town and Parish Council elections will be held on 5th May it was decided that the Annual Parish Assembly would be held on 3rd May.

    The first meeting after the election will be on 10th May, i.e. no Parish Council Meeting on the normal first Tuesday in May.

    Next Meeting will be on 5th April 2011

    The meeting closed at 8.30 pm.
