Minutes of the Annual Meeting of Winteringham Parish Council held on 3rd May 2005 immediately after the Annual Parish Assembly. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE 2004 ANNUAL MEETING
These were part of the minutes of the May 2004 meeting and it had already been agreed that they were a true record

ANY MATTERS ARISING
All matters arising had already been dealt with.

 

MINUTES OF THE MEETING HELD ON 5th APRIL 2005

These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Hill, seconded by Councillor Hatton that these minutes be accepted as being a true record. They were duly signed.

 

MATTERS ARISING FROM THE MINUTES

a) Anti Social Behaviour and Under Age Drinking.
Following the discussion with Mr & Mrs Rounce at the Annual Parish Meeting and also the fact that several people have approached the Handyman to see if the seat can be removed from the bus shelter; it was decided to try this in the hope that this will discourage the youths from gathering there. Some of the Councillors did not feel that this would help but the situation will be monitored and discussed again at the June Meeting.

It has been reported that young people are sleeping out in the bus shelter and also on the Playing Field. Parents have been observed bringing youngsters into the village and dropping them off (in some cases, along with bottles and cans of ‘booze’).

It was decided to write to the new Chief Constable in an attempt to get his help with the problems being encountered. The village very rarely sees a policeman unless they are called and it is months since one attended a Council Meeting. (copies of the letter to Inspector Rutty and Mr & Mrs Rounce).

b) Letter re. Planning - Reply received from Ian Cawsey.
Nothing new to report

c) Rubbish at Spring House
As requested the Clerk had contacted Environmental Health Dept. and they had promised to come out and look at the problem.

d) New Filing Cabinet
North Lincolnshire Council have said that there will be filing cabinets becoming available shortly. The Clerk will contact Councillor Rowbotham if one becomes available and he will collect it.

e) ERNLLCA Training
Councillor Bateman and the Clerk had attended the training on “The New Employment Package for Clerks”. A very good and interesting evening. The New Employment Package for Clerks will be an agenda item at the next meeting.

 

FINANCIAL MATTERS

The reports prepared by the Clerk were presented and payments to be made were agreed.
Payments include the Annual Subscription to ERNLLCA and the 2005 Insurance Premium.
The Clerk reported that £5,000 had been paid by North Lincolnshire Council by BACS into the Treasurer Account. She had contacted the payments section and checked that this was only the first instalment of the precept. She was told that any precept over £10,000 is paid in two instalments and the second will be paid in November.

The books and reports were ready for signing by the Chairman. The Councillors agreed that Mr Martin Fish should be asked to do the Internal Audit for the past year’s accounts.

 

HIGHWAY MATTERS

a) Request for a handrail at the side of the steps up from the Butchers Shop to the Telephone box. - A letter has been received which says that a rail will be fitted in the 2005/06 Facilities for People with Impaired Mobility programme. The Clerk will request that this is fitted as soon as possible.

b) White Lines in the centre of the road at the junction of High Burgage/Silver Street - Mr Hill will arrange for a survey of the white lines on the village roads.
 
c) Junction of A1077 and Cliff Road - Nothing new to report.

d) The grid on drain and hole in the road surface adjacent to the shop - instructions have once again been issued to rectify this matter.

e) Silver Street - The edges will be “patched” and Mr Hill will put the road forward to be put in a scheme but he could not promise when the road would be resurfaced.

Mr Hill had spoken to Mr Dowson to clarify the problems with the blocked drains/culverts on Ferriby Road. These have been cleaned out.

f) School Barrier - New barrier has been fitted.

g) Loose slabs in front of Town End Bus Shelter - still have not been repaired.

h) Signs on West End - Mr Hill was going to contact Traffic Dept to find out what had been done.

New Highway Matters

The Clerk will reported that the village name signs are covered with graffiti. She will also ask if it is possible for a sign to be erected at the top of Low Burgage to indicate the narrow bridge over The Haven.

 

PLANNING MATTERS

New Planning Permissions Requested:

2005/0528 - Permission sought to erect an extension and make alterations to the dwelling at Humber View Farm

2005/0528 - Application for determination concerning prior approval of siting and appearance of general purpose steel frame building at Marsh Farm

There were no comments or objections which the Councillors wished to make on either of these applications

Permissions granted

2005/0313 - Permission given to erect a conservatory at 14 Ferry Lane.

2005/0268 - Permission to erect a detached house with double garage at rear of
  No 7 Silver Street

Reference Plancon 2003/0715. Land at No 1 Mere Farm Cottages - .The Clerk had once again contacted the Enforcement Officer at North Lincolnshire Council about No 1 Mere Cottages and he said that he was now awaiting the final go ahead to carry out a prosecution.

Reference Application No. 2004/1266 - Nothing further has been heard about the appeal made against the refusal of planning permission for the erection of a detached dwelling on land north west of Briar Garth, Ferry Lane.

Application 2004/1498 - 19 School Road. Nothing new to report

 

PLAYING FIELD

Disability Discrimination Act
The completed Application Forms had been sent to Evolve GB and an acknowledgement has been received. Nothing further heard.

Inspections
Councillor Rowbotham said that he will carry out an inspection now that the event on May Day has taken place.
Letter from Wicksteed Leisure re. Yearly Safety Inspections and Risk Assessments - The Councillors agreed that the Clerk should contact Wicksteeds and ask for an Annual Inspection to be carried out.

Work by Probation Team
The Chairman and the Clerk had met with Liz Adams on the Playing field and our painting work is due to commence very shortly.

 

HANDYMAN

Holes in Grass adjacent to Bonfire Site
repaired and reseeded.

Bus shelter
The Handyman will be asked to remove the seat and to paint the internal walls a dark colour.

 

PARISH PATHS

The P.R.O.W. will be contacted and asked what is happening with regard to the notices on Paths re. No Horse Riding and also about the repairs to the steps on Path 318.

 

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

Requested received for trees to be planted behind the seat on Ferriby Road Corner. Councillor Dowson said that he would contact the owner of the field behind the seat and ask if there were any objections.

There is a tree on the bank on Market Hill which is leaning and needs securing back onto the post. Councillor Bateman said that she had some ties and would give these to the Handyman to secure the tree.

 

REPORTS FROM REPRESENTATIVES

Village Hall - Annual Public Meeting Thursday 5th May. The Clerk has not sent an official letter telling the committee of the grant awarded by the Parish Council. She apologised and said that she would do this immediately. A cheque for £400 could then be signed at the June meeting.

Neighbourhood Watch - No representative present

Rugby Cement Works - Nothing new to report.

 

VILLAGE NEWS LETTER

Distributed at the week end 23rd/24th April. New delivery girl as the other young ladies were now too busy with revision etc.

The Editor feels that it would be a good idea to put the date of the next issue in each time. The Clerk said that she thought that people would forget and even though this had been a special issue to be distributed in time to publicise the V.E. Day Commemoration Event she had contacted the organisations and asked for their news.

It was decided that the next issue should go out early in November. This could be discussed at the October Meeting and letters and posters prepared to ensure that all organisation know that they need to let the Editor have their articles.

Comments from Councillors to the Chairman/Clerk

The Councillors asked the Clerk to write to our insurance company and ask about occasional cover for special events on the field.

The next Parish Council Meeting will be held on 7th June 2005 commencing at 7.30 pm
