Minutes of the meeting of the Annual Meeting of Winteringham Parish Council held on Tuesday 2nd May 2006 commencing immediately after the Annual Parish Assembly. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE 2005 ANNUAL PARISH COUNCIL MEETING
The minutes of this meeting had formed part of the May 2005 meeting and so they had already been agreed and signed.
ANY MATTERS ARISING
MINUTES OF THE MEETING HELD ON 4th APRIL 2006
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor K. Ashberry, seconded by Councillor P. Hatton that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Vacancy on Council - The vacancy had been advertised around the village. The closing date was the end of April. Two letters had been received. One from Mr Rounce and one from Mr Paul Green, both gentlemen would like to be considered to fill the position.
It was decided to hold informal discussions with both gentleman on Tuesday 23rd May 2006.
b) Refurbishment and alterations to the Village Hall. - The new kitchen has been installed by a team of volunteers. It is now in use but there is still some finishing off work to be done.
The outstanding grant applications are ongoing.
c) Derelict Farm building at Mere Farm - The part of the building which had collapsed has been removed.
d) The new green bin has been delivered.
e) Police Matters - Nothing new to report
f) Parking - the lorry on School Lane is still parked on the road side but usually the driver does not now park with two wheels on the footpath. Unfortunately the road is quite narrow at this point so it is difficult for any other large vehicle to pass.
The car belonging to the new residents in No 2 Cliff road is no longer parked on the bend into Back Lane. Unfortunately this does mean that there are several cars parked on Cliff Road adjacent to the junction.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented. A letter has been received from Allianz Cornhill Insurance inviting the Council to renew their policy by 1st June. The cost this year will be £1,913.91 ( £1,900 had been allowed in the budget.) The Councillors agreed that this should be paid.
Other payments to be made were agreed including the Annual Subscription to ERNLLCA. This year it is £312.40. (£332 had been allowed in the budget )
The Clerk had also prepared the Year End Financial Reports. It was agreed that the Chairman should sign these on behalf of the Council.
HIGHWAY MATTERS
a) White Lines in the centre of the road and the state of the road surface at the junction of High Burgage/Silver Street - No progress
b) Village Name Signs - Instructions have been issued that these are to be cleaned and they will be assessed at this time.
c) Trees behind Seat - Councillor Dowson reported that some trees had been planted by Bob Dowson from the Countryside Team at North Lincs Council.
d) Road Edges along the Bus Route - No further news.
e) Harrison Close name sign - Nothing to report
f) Road Edges in Ferry Lane - These had been reported but no reply has yet been received
New Highway Matters
Water is standing on the road surface outside Orchard Farm and Composition Corner is still flooded every time it rains.
The large metal planter outside the Old Post Office has been tipped over on to the footpath. If necessary the owner will be contacted.
PLANNING MATTERS
New Planning Permissions Requested: 2006/0555 -Permission sought to retain the garage doors at Nos 18 & 20 High Burgage. The councillors had no comment or objections which they wished to make.
Planning Permission received 2006/ 0320 - Permission given to erect a conservatory at 28 School Road
Permissions Refused None received
OTHER PLANNING MATTERS
Land at No 1 Mere Farm Cottages - The cars have been cleared off this land but the area does still need cleaning up. Mr Foord had said earlier, at the Annual Parish Assembly, that he intends to apply for Planning Permission to create a garden on this site

AFFORDABLE HOUSING
The questionnaires were delivered along with the Newsletter. An invoice has been received for the printing.
PLAYING FIELD
Inspection Councillor Rowbotham was not at the meeting to give a report
Letter received from Wicksteed Leisure asking if the Council wishes them to carry out an Annual Safety Inspection and also a Risk Assessment. It was agreed to request an unaccompanied Inspection and Risk Assessment.
Teen Shelter Nothing new to report with regard to the painting of the additional wall
AWSF If the team from North Lincs has not yet already been then they should be here very shortly to carry out the moss treatment and sweeping of this area.
Grant Applications A number of letters of support were received and sent off to HPFA and also Evolve EB.
Evolve EB has awarded the project a grant of £7,650.
HANDYMAN
Mr Jacobs has sent in his letter of resignation. He does realise that his contract says that he must give 3 months notice but if the Council does manage to get the services of a new handyman before this date, he would like to finish earlier. The Clerk was instructed to put up posters advertising the vacancy.

Neighbourhood Watch - Councillor Ashberry said that there had not been a meeting in April.
Cemex - Councillor Dowson had attended a meeting. He reported that Cemex had given £90,000 to Saxby for refurbishment of the Village Hall. (Winteringham Parish Council had never received a reply to their letter asking for help towards the cost of the AWSF project.) the new firm does appear to be doing well and they have not received any new complaints about noise or dust.

* * * * * * Mr Horner told the Councillors that the wall in the car park of the Ferry Boat inn, adjacent to the recycling bins is collapsing. The bins are owned by North Lincolnshire Council so he was advised to contact the brewery and North Lincs. Council.
