Minutes of the meeting of the meeting of Winteringham Parish Council held on Tuesday 1st May 2007 immediately after the Annual Parish Assembly. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE MEETING HELD ON 3rd APRIL 2007
These minutes had been circulate along with the agenda for this meeting. It was proposed by Councillor K. Ashberry seconded by Councillor D. Borrill that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Presentation by Mr Hirschfield - Good presentation. It was felt that it would be beneficial to the village to produce a Parish Plan but a large number of enthusiastic volunteers would be needed. This will be discussed again when the new council meets.
b) Nature Garden on Silver Street - Nothing new to report. Councillor Bateman said that she would try to see Mr Wood this request that he speak to his solicitors
c) Problems on green at Town End - After receiving complaints, Mr Glen Wigglesworth (Tel. No. 297216) has been in contact with the clerk re: moving the school bus stop to the car park at the Village Hall. After consultation with Councillor Bateman the Clerk had agreed with Mr Wigglesworth that this could be tried for a trial period. This will probably commence on Tuesday 8th May.
The Parish Councillor expressed their concerns about this change. There are often younger children about on the field when the bus would be dropping off and also there are often a number of cars on the car park which would make it difficult for the bus to negotiate.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made including the Insurance Premium for 2007/08.
The books have been audited by the Internal Auditor and will be sent for External Audit at the beginning of June.
HIGHWAY MATTERS
a) Chevron at Composition Corner - A new chevron has been ordered.
b) Trees at Junction of A1077 - Ms Andrea Brocklebank has e-mailed the Clerk to say the trees would be inspected and work carried out as found necessary.
When this was discussed it became evident that the trees which had been inspected were not the ones causing concern. The Clerk will e-mail once again asking for the trees adjacent to the junction, on the west side of Cliff Road to be inspected. c) Footpath on Silver Street - this will be cleared and reinstated but it will probably not be until the summer.
d) Holes in the road on Hewde Lane, West End, Cliff Road and Marsh Lane - these have been repaired
e) Marker Post at junction of Cliff Road/A1077 - this has been reinstated
f) Calming Measures adjacent to School - Letter from Bob Bareham, School Travel Plan. Officer copied and given to Councillor Sullivan.
g) Signs to indicate that roads are suitable for heavy/large vehicles - nothing new to report.
New Highway Matters
There were no new highway matters to bring to Mr Hill’s notice but the Clerk was asked to contact him to find out if he had any news about the signs for the Parish Lanes which the Parish Council had asked him to order.
PLANNING MATTERS
New Planning Permissions Requested: 2007/0567 - Planning permission requested to construct a new pitched roof and to raise existing ceiling height at 36 High Burgage. - No objections
2007/0683 - Consent sought to fell a mature common ash and to reduce a mature common beech and a semi mature walnut tree at Paddock House, Silver Street. - No objections
2007/0470 - Listed building consent to carry out alterations and extensions at Walnut Farm Cottage (Ref Planning Application 2007/0407)
The Councillors had already objected to the Planning Application 2007/0407 but now they saw the computer graphics which accompanied the Listed Buildings Consent they were horrified.
They felt that the proposed alterations and extensions were simply not in keeping with the stone cottage. They said that it looked like two different houses welded together. How can this be considered? This is a listed building in a conservation area, these ’super modern’ plans should most certainly be refused.
(Councillor Alan Smith said that he would speak to the Council Architect and also the planning officer).
Permissions Granted: None received
CONSULTATION RE T-MOBILE INSTALLATION
The Councillors comments and objections had been sent to LCC after the February Council Meeting. Mr Andrew Swain had suggested a ‘drop-in session’ at the village hall. The Clerk contacted him by e-mail to say when the hall was available. He had not replied as yet.
PLAYING FIELD
At the last meeting the Councillors had asked the Clerk to find out what happened to the cradle swing which was taken down by Wicksteeds. The engineer had asked “the man who was painting on the playing field” and as he had said that the council would not want it, the swing had been thrown in a skip.
Inspection Councillor Rowbotham reported that the swings had been ‘wrapped around’ again. The goal posts had been re-sited but once again the youngsters had moved them around and ‘tipped them up’. One tennis net had been taken down by football players and now the wire needs rethreading. (Councillor Bateman will contact Siplings).
Hewde Lane Hedge Grant request forms have been completed and sent off to SITA, EVOLVE EB and HPFA Wren Grants. It will probably be some time before we hear if any of these applications have been successful.
HANDYMAN
Had been working hard keeping everything tidy, the grass cut and getting the painting done.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
PARISH PATHS
Temporary closure of Footpath 317 could now be lifted as the wall has been rebuilt. It has been reported to David Sanderson, P.R.O.W. Officer, that the work has been completed. The Clerk had also reported damage to the footbridge into the Croft and that the stile at the end of this bridge is damaged. She had also asked about the stone wall which has collapsed even further at the side of Footpath 318.
The hedge at the side of path 316 needs cutting. The Clerk was asked to request that when this is done all the thorny twigs be removed.
REPORTS FROM REPRESENTATIVES
Village Hall - All the grant applications have been sent off.
Neighbourhood Watch - Councillor Ashberry had not been able to attend the last meeting but she had been to the Police Liaison Neighbourhood Panel Meeting
The minutes of last meeting of Neighbourhood Action Team had been received along with a letter asking for a representative from the Parish Council at the next meeting in June. Councillor Ashberry will attend.
The Neighbourhood Watch secretary had sent a letter saying that they felt that a representative of the Parish Council should attend the HanWag Meetings. However, the Councillors felt that this was not necessary as the Neighbourhood Watch send a representative and if HanWag had felt that a Parish Council rep was also needed then they would have sent details of the meeting to the Clerk.
Cemex - Liaison Meeting on Friday 28th April - Interesting meeting.
Cemex will be asking for planning permission to put new silos up. Comments had been made about the new white Cemex lorries. There had been some problems with emissions but Cemex had stopped burning the new fuel and had cleaned out the kilns.
CORRESPONDENCE
North Lincolnshire Council a) Forthcoming Meetings b) Street Numbering on High Burgage - to allow for the numbering of the new houses c) Persons elected to serve on Winteringham Parish Council - only 7 people returned their papers in time. Therefore there is no election and two councillors will have to be co-opted.
The Clerk will contact the Returning Officer to ask about co-options and also if the Code of Conduct forms which the Councillors sign, are to be modified.

It was decided that a Newsletter should be distributed at the beginning of June. The clerk will notify the various clubs/organisations in the village
