Minutes of the Annual Meeting of Winteringham Parish Council held on Tuesday 6th May commencing immediately after the Annual Parish Assembly

Minutes of the Annual Meeting held on 5th June 2007 These were distributed in July 2007 and have already been signed as being a true record Matters Arising None as these had already been dealt with.
ORDINARY BUSINESS
MINUTES OF THE MEETING HELD ON 1ST APRIL 2008
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Pat Hatton, seconded by Councillor Will Foord that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Nature Garden on Silver Street - No further correspondence from Mrs Wingate since she had written to say that she would contact Lockings Solicitors in Hull to see if they were still dealing with this transfer. Councillor Bateman had contacted with the new owners of 19 Silver Street, and as far as they are aware this transfer of ownership has already gone ahead.
b) Green at Town End - e-mail sent by Naomi Boyde on 24th April saying that the registration of the Kenilworth Road Green was now complete and she was looking at our application. If it appears that there is a valid claim then she will notify the Parish Council when an advertisement will be placed in the Telegraph and any objectors will then have 6 weeks in which to object
FINANCIAL MATTERS
The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made. Accounts have been audited by the Internal Auditor who was happy to sign the Annual Audit Report as there were no matters which he needed to bring to the attention of the Parish Council. The councillors were in agreement that the Annual Governance Statement should be signed by the Chairman prior to the Accounts being sent for External Audit.
HIGHWAY MATTERS
a) Signs to indicate that roads are not suitable for heavy/large vehicles - Councillor Ashberry has spoken to a member of the Highways Dept team who promised to come back to her but we are no further forward. Councillor Alan Smith said that he would speak to Peter Scott.
b) Name Signs for Lanes - These were all fitted but the Thrush Lane sign has ‘gone missing’. Mr Hill has ordered another one. c) Barrier and Road Markings on A1077 (adjacent to East Field Farm) - The barrier has been replaced. An order has been issued for the road markings to be re-painted. (Imminent on 24/4/08 but not yet done)
d) Holes in road surfaces - Fly patching will be carried out. Some areas of subsidence have been marked. Some repairs have been carried out but the Clerk will write to report holes which still need attention.
e) Damaged post on the grass on Western Green - will be replaced.
f) Road surface at the end of Ferry Lane - still under investigation. Both Wayne Hill and David Sanderson have been out to look at the situation and talk to the owner of the cottage.
g) Chevron adjacent to seat on Cliff Road - repaired.
h) Caravan once again parked on West End - removed
i) Gulleys east of Eastfield Farm needs attention - Done.
j) Safety Barrier on Marsh Lane Bridge needs attention - bolts will be replaced.
k) 40 mph sign outside Cemex damaged - repaired
l) West End/Western Green - New road sign has been ordered
n) Sweeping of roads - Mr Hill is asking if the Parish Council can be notified when the roads in the village are going to be swept (He is also asking if we can be notified when the drains are to be cleaned out).
o) Paths outside school - will be repaired
New Highway Matters
Letter re. Street Lighting in Low Burgage Culvert on Ferry Lane has been damaged - emergency repair was carried out when this was reported by the Clerk.
PLANNING MATTERS
New Planning Permissions Requested: 2008/0583 - Planning permission to erect a bungalow on land to the rear of 8 Silver Street, Winteringham A long discussion took place around this planning application and the Clerk was instructed on the objections and comments which the Councillors wished to make. An email/letter will be sent off immediately to the Planning Officer
Permissions Refused/Granted:
Granted 2008/0381 - Planning permission was granted to erect a single storey side extension to dwelling and to replace utility flat roof with pitched roof at Humber View, 69 West End, Winteringham
2008/0456 - Planning permission granted to erect a gymnasium and create additional access at Fairfields, 14 School Road, Winteringham
Refused 2008/0083 - Planning permission refused for the two storey extension - 32 Western Green
Brant House Nothing new to report
PLAYING FIELD
Inspections - Councillor Tong reported that the tennis net has been put up but is now on a slant. To be investigated and repairs carried out.
The dustbin adjacent to the Teen Shelter was set on fire and the street light was damaged. The Councillors decided that the dustbin would not be replaced but that the light did need repairing. The Clerk will get in touch with Street Lighting (who have already told her that the light is owned by the Parish Council) to ask if they would repair it and invoice the Parish Council.
Refurbishment/Renewal of Fencing around AWSF Not a lot of progress. Some remedial work has been carried out by Julian Nugus as the fencing was becoming dangerous. Mr Nugus has promised to send in an ‘up to date’ quote and then grant aid will be sought.
The Councillors agreed that the two goal mouths (north to south of the area) should not be reinstated when the new fencing goes up. Mr Nugus has suggested this as it would make the cost slightly lower but the cost of steel is rising swiftly so it is going to be more expensive to carry out this work.
Dog Fouling Nothing new to report. The Clerk will get in touch with the Dog Warden to find out if new notices are now available.
New Goal Posts The Clerk has made an application to the Football Association for a grant. This has been ‘chased up’ and we should hear very shortly if the application was successful.
Leylandii Hedge Cut & Clear have been ‘chased up’ and promised to come early in May.
HANDYMAN
The lawn mower needs repair - back wheels seized up. Scunthorpe Lawnmowers have been contacted.
Councillor Dowson promised to deliver some more top soil near to the Hewde Lane hedge.
Still some problems with youngsters removing the canes from this hedge.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
The red phone box in the centre of the village was set on fire. The Clerk will report this to B.T. and also request that the phone box is refurbished as it is looking very shabby and neglected.
PARISH PATHS
The problem with youths riding motor bikes on the field paths and on the Humber Bank - was reported to Mr Sanderson and also to the Police.
Footpath post at the end of School Lane broken off - reported. The post on Footpath 14 is standing in the middle of the drain - needs reporting.
Footpath 316/317 is becoming very overgrown and needs trimming especially in the Alley.
REPORTS FROM REPRESENTATIVES
Village Hall - A.G.M. next Tuesday. Decisions about the way forward will have to be made following this meeting. New tenders will have to be sought as one firm has gone out of business.
Neighbourhood Watch - The ‘Smart Water’ has been distributed to those households requesting it. The response was very good with over 50% of the village requesting the kits.
Cemex - Councillor Dowson had attended the Liaison Meeting and gave a report. Cemex have a new production manager and have won a Safety Award. They are holding an Open Day on 18th May.
COMMUNITY EMERGENCY PLAN
The intent by North Lincolnshire Council is for each village/community to have a co-ordinator. This was featured in the Village Newsletter but so far there has been no response.
NEWSLETTER
Another excellent issue. The Chairman once again extended thanks to Councillor Wells, the editor.
The girl who has been delivering the Newsletters has resigned so a new distributor is needed. It was suggested that we approach the young men who deliver the Target to see if they would be interested.
