Matters Arising
ORDINARY BUSINESS
MINUTES OF THE MEETING HELD ON 7th APRIL 2008
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Foord, seconded by Councillor Hatton that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Green at Town End - e-mail from Naomi Boyd apologizing but it will be May before our application goes to the committee.
b) Phone box still not painted
c) Water Side drain nothing to report.
d) New seats should both be in situ by end of May.
e) Boundary of Jubilee Gardens Clerk to liaise with Mr & Mrs Buchan.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made. These include the renewal of the Parish Councils insurance for the year 2009/10.
The Councillors unanimously agreed that a grant of £500 should be paid to the Village Hall. (This had not been paid in the last financial year although it had been included in the budget).
Accounts have been audited by the Internal Auditor who was happy to sign the Annual Audit Report as there were no matters which she needed to bring to the attention of the Parish Council.
The accounts are now open for inspection before being sent to the External Auditor on 26th May.
Due to a mix up over the mandate, the Councillors asked the Clerk to write to HSBC to ask which Councillors have been cleared to sign cheques
HIGHWAY MATTERS
a) Village Name signs nothing to report
b) Thrush Lane sign Nothing to report.
c) Road surface at the end of Ferry Lane - still under investigation.
d) Banking around Post Office Corner nothing to report
e) Finger Post for Village Hall nothing to report
d) Warning signs for H.G.V.s Councillor Foord is waiting to hear when a site visit will be held.
New Highway Matters
The Clerk was asked to report the following: Pot Hole outside No 3 High Burgage and also the pot holes in School Road Footpath at the side of Earlsgate Bungalows is getting very green and slippery.
It was suggested that an invitation be issued to Wayne Hill of the Highways Dept inviting him to come once a month for a walk around the village.
PLANNING MATTERS
New Planning Permissions Requested: 2009/0321- Planning permission to quarry, stockpile and process silica sand & gravel and restore to form a wet land area. Land north of Ermine Street, Winteringham. (Councillor Dowson signed the expression of interest book and did not join in the discussion). No objections or comments to report.
2009/0408- Planning permission to extend playground and erect three sheds and a detached garage @ Winteringham Primary School No objections or comments to report.
Permissions Granted: 2009/0271 Permission grant for the extension property west of Earlsgate Farm.
2009/0160 Permission granted to retain a detached dwelling on land south of Leabury House, Ferry Lane, Winteringham.
PLAYING FIELD
Inspection reply from Wicksteed saying that as the shackles and bushes were replaced recently there is no need to replace them again this year. Councillor Tong reported that everything appears to be in good order. Just one job to do - the nets on the small goal posts needed tying down.
Fencing around AWSF Completed and inspected. Invoice awaited so that the final forms can be filled in for the grant from SITA
Posts for Tennis Nets Should be back in situ this weekend and the nets will then be put up.
HANDYMAN
Spent a lot of time this last month clearing up the branches and twigs where the hedge was cut.
Everything else appears to be okay.
REFURBISHMENT OF WAR MEMORIAL
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
PARISH PATHS
E - mail from David Sanderson saying that the steps will be filled in shortly and the stone removed from Path 318. He will then talk to the owner of the stone wall.
REPORTS FROM REPRESENTATIVES
Cemex - Councilor Dowson reported that the works appears to be getting a bit busier again. Production and sales on the way up. Now using 63% alternative fuel. The wind turbines have been put on hold.
NATS Councillor Ashberry reported that North Lincolnshire Homes are asking for the names of the people who want a door chain. She had been round the bungalows talking to the residents.
Police Liaison Committee The next meeting is in June
Neighbourhood Watch Councillor Foord reported that the NHW group is looking at getting grants for C.T. cameras. He also spoke about the Probation Services offer to provide young people to do carry out work in the village.
Village Hall Invitations were given out for the Opening Ceremony on Saturday 16th May 2009. This will be an informal afternoon and will give people a chance to see the refurbished hall.
NEWSLETTER
It was agreed that a newsletter should be prepared and would be distributed at the weekend 4th /5th July. Letters will be sent to the organizations in the village inviting them to send in their news/articles for inclusion.

Next Parish Council Meeting

The meeting closed at 9.20 pm
Councillor Bateman asked Mr & Mrs Jacobs if there was anything they wished to bring to the notice of the Councillors.
Mr Ken Jacobs said that the church wardens have been asked if they would like to take up the offer by the Probation Service and use the young people to clear up the church yard
In June the Camera club is having an Open Meeting when the speaker will be Mr Kevin Leahy.
