Minutes of the Annual Meeting of Winteringham Parish Council held on Tuesday 4th May commencing immediately after the Annual Parish Assembly

DISCUSSION WITH MR MARTIN ELY

    Mr Ely is the Play Builder Project Manager for North Lincolnshire Council and following the announcement that Winteringham P.C. is to receive a £15,000 grant under the Play Builder scheme he has come to discuss ‘the way forward’.

    Martin explained that Play Builder is a national scheme funded by the Dept of Children, Schools and Families and that during this financial year 12 play areas in North Lincolnshire will be created/up-graded.  All of these areas will get colourful new signs.  He showed slides of some of the areas in North Lincs which have already benefited from this funding.

    In the Winteringham Play Area it is the multi-play unit which is obviously getting ‘past it’s best’ and needs replacing. Martin’s suggestion is to remove the current unit and replace it with a smaller more modern unit and then perhaps put in some additional smaller play items.

    This work will probably cost in the region of £20,000 (£15,000 from the grant and a contribution of £5,000 from the Parish Council’s funds).

    Councillor Hill suggested that the Parish Council leave it ‘in the hands’ of Mr Martin Ely to sort out the new unit and to find out what other items of play equipment the children want.

    Martin said that he would contact firms and find out what is available for the money we have to spend. Zip lines, basket swings and items for small children were discussed.  

    Mr Ely will measure up the area, contact suppliers and contractors and hopefully arrange a meeting with the children at the village school.  All he needed from the Parish Council is a letter giving him permission to go ahead and also confirming that the Parish Council are happy to contribute up to £5,000 for their share in this work.

    The Councillors unanimously agreed for this letter to be sent

RESIGNATION OF COUNCILLOR HARRY WELLS

    Following the April meeting Councillor Wells sent in his letter of resignation.  The Clerk has informed Democratic Services at North Lincolnshire Council.  The councillors requested that a letter be sent to Mr Wells expressing their regret at his decision and their thanks for his work over the past years.  They were very pleased to hear that Mr Wells will continue as the Newsletter Editor.

    These were distributed in June 2009 and have already been signed as being a true record.

Matters Arising

    These had already been dealt with throughout the year.

ORDINARY BUSINESS
MINUTES OF THE MEETING HELD ON 6th APRIL 2009

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor Ashberry, seconded by Councillor Hatton that these minutes be accepted as being a true record.  They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) ERNLLCA Training – Councillor Foord had attended the training session on The Role of the Clerk.  He gave a brief resume and said that it had been well worth attending and very enlightening.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented.  The Councillors agreed on payments to be made.  These include the renewal of the Parish council’s Insurance for the year 2010/11 and ERNLLCA subs for 2010/11.

    Accounts have been audited by the Internal Auditor who was happy to sign the Annual Audit Report as there were no matters which she needed to bring to the attention of the Parish Council.

    The accounts are now open for inspection until Friday 23rd May.  They will then be sent to the External Auditor.

HIGHWAY MATTERS

    a) Holes in road surfaces – Mr Wayne Hill had told the clerk that his teams had identified the holes and were working throughout North Lincolnshire to repair all holes in road surfaces, including the roads in Winteringham.

    b) Slurry sealing of footpaths – There is no chance that the footpaths in Winteringham will be slurry sealed during the present financial year although they will be put forward for next year.

    c) Drain in front of the shop – will be repaired as soon as the teams have completed the work on road surfaces.

    d) Salt bin on Hewde Lane/Cliff Road corner – The request has been forwarded for a bin to be placed on this corner next winter.

    e) Request for road name signs – These will be ordered although it may be some weeks before they are erected.

    f) Banking on High Burgage – This will be made safe

    g) Speed calming measures on Cliff Road – e-mail received from Roy Hindmarsh.  The speed ‘counter’ is in position and the results are awaited.

New Highway Matters

    There were no matters which the Councillors wished to bring to the attention of Highways Maintenance.

PLANNING MATTERS

    New Planning Permissions Requested: None received

    Permissions Granted: None received

    Application Withdrawn
    2010/0192
    – The application for permission to erect an agricultural building at Eastfield Farm has been withdrawn

    Letter from Waste Recyling Group
    The letter is to inform the Parish Council of the potential development plans that they are considering for a site within Normanby Enterprise Park. They are proposing to submit a planning application to develop a waste treatment and recycling facility which would be capable of managing all of North Lincolnshire’s solid waste.

PLAYING FIELD

    Inspection – No report as Councillor Tong was not present at the meeting

    Nets for small goal posts – The nets have now been replaced.  Thanks were extended to Councillor Hill.

    Tennis Posts – holes in surface of AWSF.  – The Clerk reported that it is not possible to buy just the covers for the ‘post holes’. Councillor Dowson will contact Mr Fletcher and ask if he can make some covers.

    Quotes for painting swings
    Quotation of £559.12 plus VAT has been received from Holmes & Musgrave.  As no other firms appear interested in carrying out this work, the councillors unanimously agreed to accept the quotation.

HANDYMAN

    The new strimmer has been purchased and Mr Thompson has been busy around the village using it.

    Councillor Ashberry had not yet purchased the paint he requested as she felt that it was not yet required and that he had plenty of work to carry out at the present time.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing new was reported.

    A letter will be sent to Mr Crawford to thank him for the seat on the grass verge on Water Side.

PARISH PATHS

    E-mail from David Sanderson saying that he will liaise with his team and get the two posts erected as soon as possible.

REPORTS FROM REPRESENTATIVES

    Cemex - Councillor Dowson had attended the last meeting and reported that everything appears to be satisfactory.  The emissions from the factory are now lower than in the past.

    NATS – Notes from the meeting on 29th April received.  Councillor Foord had attended and said that there was nothing specific to Winteringham to report.

    Police Liaison Committee – Councillor Foord gave a brief report of the meeting. Once again there was nothing specific to Winteringham to report.

    Neighbourhood Watch – Leaflets had been distributed throughout the village along with a request for more N.H.W. representatives.  There had been no volunteers

    Village Hall – A Car Boot Sale is to be held on Sunday 23rd May

NEWSLETTER

    At the last meeting it had been agreed that the Newsletter would be distributed at the weekend 19/20th June. Letters had been sent to the organizations in the village inviting them to send in their news/articles for inclusion.

    Zoe Scott will be delivering the Newsletters and Mr Harry Wells has offered to continue as editor.

    d) The request from Winteringham Village Hall to be allowed to use the field for car parking on 7th & 8th August (Open Gardens Weekend) was discussed and the councillors unanimously agreed that permission be given.

    Also Councillor Ashberry for permission for the Chain Saw Sculptor to use an area on the field.  The area will be ‘roped off’ and the sculptor does carry his own insurance for such events.  All debris will be cleaned up after his demonstrations.
    The councillors unanimously agreed that permission be given.

Items to bring to the Notice of the Chair/Clerk

    It was decided that the Parish Council’s contributions for the Newsletter would be finalized at the next meeting – obviously the major item will be the Play Builder funding.
