Minutes of the meeting of Winteringham Parish Council held on Tuesday 10th May 2011 in The Tom Thrush Room at the Village Hall, commencing at 7.30pm

    Mrs Jackie Bateman was present for the opening of the meeting.  She welcomed all the councillors present.

    The election for the new Chair of the Council took place and following a presentation to Mrs Bateman she left the meeting and Councillor Ashberry took over as chair.

    These have already been distributed and signed as being a true record.  Matters arising have already been dealt with.

MINUTES OF THE MEETING HELD ON 5th APRIL 2011

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor H. Holgate, seconded by Councillor P. Hatton that these minutes be accepted as being a true record.  They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a)  At the Parish Assembly the clerk was asked to report that the trees on West End needed attention and pruning and also that the trees at the junction of Cliff Road and A1077 needed 'bottom' pruning.  (Reported but no action as yet)
    b)  Problems report to North Lincolnshire Homes re. the area around Earlsgate Bungalows - the Clerk will see one of the residents to find out what North Lincolnshire Homes have told her.

FINANCIAL MATTERS

    The Councillors agreed on payments to be made this month. This included the ERNLLCA Annual Membership Renewal at a cost of £425.85 which the councilors decided should be paid.

    The Clerk reported that the Internal Auditing of the books for the Financial Year ending 31st March 2011 had been completed. There were no issues that the auditor wished to bring to the notice of the councilors.  The documents are ready for posting to the External Auditors.

RENEWAL OF INSURANCE POLICY

    The Clerk has been in touch with Came & Co re the renewal of the Parish Council Insurance.
      
    In their e mail of 21st April they state that Aviva have quoted a standard annual premium of £1,700.  This premium can be reduced by 5% i.e. to £1,615 if the Parish Council wishes to enter a 3 year binding agreement with Aviva (until May 2014). However, Aviva are also offering 16 months cover for the price of 12 months if the council takes up the 3 year agreement thus moving the renewal date away from 1st June to 1st October each year.

    The cover offered is a significantly improved cover to that offer by Allianz.  The quote from Allianz was £2,389.56. (The Aviva quote is a saving of at least £689.56 but much more if the 3 year binding agreement and the 16 months for the cost of 12 months is accepted - £774.56 plus 3 months free cover which would mean a saving of over £1,000)

    The Councillors unanimously agreed to accept the quote from Aviva (including the 3 year binding agreement and the moving of the renewal date to 1st October).  The Clerk was instructed to contact Came & Co to tell them of this decision and to ask them to ensure that the Parish Council does have cover from 1st June 2011.

    AON will be informed that the Parish Council will not be renewing the policy with them.

HIGHWAY MATTERS

    a) Numerous holes in road surfaces -Wayne Hill had reviewed the situation in March.  Lots of holes had been highlighted for repair but he could not say when all the repairs would be carried out.  No action as yet.   The Councillors felt that the problem with subsidence on 'Suttons Hill' is getting worse and should be reported again.

    b) Grips in grass verges - no action as yet

    c) Haven Bridge - no action re the repairs as yet.  The Clerk will contact the Bridge Officer again.

    d) Footpath & drain outside village shop - no obvious work carried out

    e) Brick culvert on Winterton Road - no action as yet

    New Issues

    The Clerk has also reported that there is a street light out on School Road and that the owner of 23 School Road was once again parking his 'pick-up' on the path thus causing problems for pedestrians.  The truck has not been seen parked here now for several days

    There is a light permanently on - on Jubilee Gardens

    The 'Give Way Sign' at the junction of Cliff Road and A1077 has been turned round and the hole at the side of the A1077 (just after this junction) is now very large and potentially dangerous. 
       
    The stone banks around the corner of High Burgage/West End need treating for weeds.

PLANNING MATTERS

    a) New applications - None received

    b)  Planning Permissions Granted
    2011/0284
    - Planning permission granted for extensions to raise the existing roof to create additional accommodation at first floor - 22 Cliff Road

    2011/0293 - Planning permission granted to construct a replacement electro static preceptor at Cemex, South Ferriby Work

    Also:  The owner of No 23 School Road has replaced a shed in his front garden with a pre-fabricated garage (?).  This has been reported to planning

    PA/2008/1032 A letter has been received from the occupier of No 4 Silver Street asking for the Parish Council to take action against the developer of the site adjacent to his property.  He feels that the developer has contravened the planning permission (and also Conservation Area Conditions) by the removal of trees.  A letter will be sent to the occupier and also an e mail sent to Planning Dept asking them to investigate this complaint.

PLAYING FIELD

    Inspections - Councillor Tong said that the tennis net posts need changing as the Handyman has put the wrong set up and one is on a slant.  The Handyman will be asked to change the posts for the ones he has in his shed. 

    Holes in surface of AWSF/covers for post holes - Councillor Tong is working on this problem and it will be sorted out very shortly.

    Nets on small goal posts - No one is sure whether these are the 'new nets' mentioned by Nigel Hill.  If so then they need securing with strong cable ties.  (A letter will be sent to Mr Hill thanking him for his work as a councilor over the years and asking about the nets.)

    Awards for All Grant - Work completed on the Play Equipment and all documentation completed and returned to Awards for All

HANDYMAN

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing to report

PARISH PATHS

    The Clerk has been in contact with Colin Wilkinson several times about the width of the footpath across the back of the Ferry Lane field.  No progress appears to have been made.

    The thorn hedge on Ferry Lane path will be cut once again and an effort will be made to ensure that all the 'trimmings' are removed

    Humber Banks - the Clerk had taken photographs of the damage to the banks (towards Ferriby) and e mailed them to David Sanderson.  He has e mailed to say that he is investigating.

    Apparently there is a 'mole problem' on the flood banks and this is causing seepage of river water when the tides are high.  There is also a problem of 'off road bikes' being ridden on the banks.

    Neighbourhood Watch - No meeting held recently

    NATS - Meeting on Thursday 12th May

    Cemex - Meeting on Friday 13th May

    Village Hall - Annual Meeting to be held on Tuesday 17th May.  Councillor Foord will attend as the Parish Council's representative.

    Emergency Action Team - Mr Dave Mouncey had attended the last meeting and had been able to supply the committee with advice and interesting information. 

    The committee are awaiting a copy of 'The Door Step Survey' from the Environment Agency.
    The committee would like to be able to purchase a quantity of hessian bags (and two spades).
    These bags would be filled with sand and would be made available to any householder whose property was flooding either due to 'run off' or a flood surge.

    Councillor Ian Dowson has said that these bags could be stored in a metal container at his farm and that he would provide the sand to fill the bags should it become necessary.

    The purchase of bags will be made an agenda item for the June meeting.

NEWSLETTER

    The editor, Mr Harry Wells will be asked when it is convenient to produce a 'Summer Newsletter'.  Once a date is know the Clerk will contact the village organizations.  The new Play Equipment and the grants used to purchase it will be highlighted in this Newsletter

Items to bring to the Notice of the Chair/Clerk

    Permission requested by the Methodist church to hold an outdoor service on Jubilee Gardens on Sunday 19th June (weather permitting).  Permission was granted.

    Mr John Wilkinson asked permission to paint the rails on the side of the steps up the bank adjacent to his property.  The Parish Councillors had no objections 

    Letters will be sent to ex Councillors Nigel Hill and Zoe Sullivan thanking them for their work whilst councillors

    The Clerk has received permission from North Lincolnshire Council to advertise the vacancies for three councillors.  (Mr John Wilkinson said that he would like to put his name forward.)

    The three new North Lincolnshire Councillors said that they are obviously very new to the role but would do their best to assist the Parish Council whenever help is requested.  They will try to ensure that at least one of them is present at each Parish Council Meeting.
