Minutes of the meeting of Winteringham Parish Council held on 2nd November 2004 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE MEETING HELD ON 5th OCTOBER 2004

These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Harrison, seconded by Councillor Wortley that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

a) Anti-Social Behaviour - There are still groups of youngsters wandering around the village. Fireworks have been going off throughout the day and evening.

Councillor Smith invited the Parish Councillors to a meeting re. Anti Social Behaviour. This will be held at the George Hotel in Winterton on 23rd November commencing at 2 pm.

b) Seats adjacent to the Bowling Green - A letter has been sent to the Insurance Company pointing out that they had said that there was not a problem if the Council did not wish to replace the seats at this time. A reply is awaited.

c) Village Bonfire on 7th November - a letter has been sent to the Under Fives saying that the Council has no objections to the Bonfire being held but requesting a copy of their Insurance Cover. This document has been supplied.

FINANCIAL MATTERS

The report prepared by the Clerk was presented and payments to be made were agreed.

The Clerk reported that she has received Notice of the Annual Audit for the year ending 31st March 2004. A notice had been put up in the Parish Council Box inviting parishioners to inspect the books.

She had completed the required paperwork and presented this to the Councillors. The Councillors unanimously agreed that the Chairman should sign these documents on behalf of the Parish Council.

HIGHWAY MATTERS

a) A1077 /Cliff Road Junction - After the October Meeting a letter had been sent to Mr Popple. His reply was read to the Councillors. The Councillors were pleased to hear that reflectors on the side of the kerb would be considered. The comment was made that “only time will tell” if the observations made by the Parish Council are correct.

Councillor Regan asked about prior consultation with the Parish Council. It was explained to him that the first the Parish Councillors knew about the changes to this junction was when they read it in the paper and later when a ‘site’ meeting was held they were told that local knowledge counted for nothing.

The Clerk reported that an article had appeared in the local press but that the information was based upon the minutes that had been sent in. She had not personally spoken to any reporter.

b) Western Green Verge - Work had started on a new drainage system on 1st November. The situation will be monitored.
 
c) The Low Burgage name sign (opposite the Alley ) and the Harrison Close name sign - to be repaired/erected shortly

d) Handrail at the side of the steps up from the Butchers Shop to the Telephone Box - After the October meeting a letter had been sent to Mr Stuart Kemp. He had replied stating that he had surveyed the steps and was considering alternatives to having steps at this location.

e) The damaged B.T. Inspection Cover was replaced very soon after the last meeting

f) The Clerk had requested that all street drains in the village be cleaned out. This should be done during November.
 
g) The request for a sign to be erected at the junction of West End/Marsh Lane, to indicate that the way ahead was not suitable for heavy lorries, had gone to the Traffic Dept.

New Highway Matters
Street Lights on West End. - Although it had been reported several times to Street Lighting at North Lincolnshire Council most of the lights on West End had been off for over a fortnight. The Clerk had been told that this was a Y.E.B. problem and would be repaired as soon as possible. Councillors Smith and Regan said that they would do their best to get the situation rectified as soon as possible.

The Clerk had also reported other street lights which were out.

The Clerk will contact Mr Peam to ask when the salt boxes would be returned to the village. She was also asked to report that chevrons have been knocked down at the junction of Ermine Street with the A1077.

PLANNING MATTERS

New Planning Permission Requested
2004/1695
- Permission requested to vary condition 3 of Planning Permission 2003/1695. This would allow works to be carried out between 30th September and 1st March in any year. (This would allow work to continue during the original ’closed period’)
The Councillors had no objections or comments which they wished to make.

2004/1698 - Permission to erect a portal frame agricultural building on Field 7483 Marsh Lane.
There were no objections or comments that the Councillors wished to make.

2004/1844 - Permission to erect a new dwelling and store on the Plot adjacent to 2 Cliff Road.
The Councillors felt that this was a more acceptable dwelling than the original proposal for this plot.

2004/1763 - Permission sought to erect an extension to Charnwood, 29 West End
No objections or comments were recorded.

Planning Permissions Granted - None received

Conservatory behind a Council Bungalow
The Clerk had contacted Housing Dept and had been assured that the people living in the bungalow had received the permission needed to erect the conservatory.

Enforcement Orders and Appeals
Reference Plancon 2003/0715.
Land at No 1 Mere Farm Cottages - The hearing was held on 19th October but the outcome was not yet known.

Reference Application No 2004/1133 - An appeal has been made against the refusal to allow a bungalow to be built on land at 63 West End.

PLAYING FIELD

Work by Wicksteed Leisure
When the account was paid, the Secretary had written to ask if the engineer had looked at the problem area between the swings. An engineer had rung to say that when he was in the area he would once again look at the surfaces.

The Councillors reported that the safety surface at either side of the concrete strip between the two sets of swings could be lifted up and also they felt that the concrete strip was a potential ‘trip hazard’. The Clerk will contact Wicksteeds again.

Disability Discrimination Act
Quotations still awaited. A new Guide to the Disability Discrimination Act had been received from Wicksteeds and passed on to Councillor Wortley. It was decided to seek quotes from other builders if possible.
Inspections
Councillor Rowbotham was not present but he had spoken to Councillor Wortley:

The tennis nets will be removed and placed in storage for the winter.
The goals posts will be ‘amended’ this week.

The swings are still being thrown over the top bar and youngsters have been climbing up and using the frame work of the swings as a climbing frame.

Work by Probation Team
The Clerk will ring Mr Clough to find out why this work did not go ahead as expected.

Quote for cutting the field in 2005
Mr Don Johnson had quoted a total of £1180.85 for cutting the same areas of the field that he has cut this year. The Councillors unanimously agreed to accept the quotation.

HANDYMAN

The Chair had given the Handyman permission to work extra hours in order to carry out work on the area around the war memorial ready for the Memorial Service.

PARISH PATHS

Proposed Diversion to Path 318
A letter was been received from Mr David Sanderson in which he stated that he had received an application to divert this footpath. After the October meeting the Clerk had written to say that the Councillors did not wish to see this path diverted nor did they wish to see the Kissing Gate removed. Mr Sanderson had not replied yet.

The Clerk had reported to Mr Sanderson that Footpath 313 and 17 have been ploughed up at several places.

A letter has been received from Mr Graham Duck in which he once again raises the issue of the fencing along footpath 316. The Clerk explained the history behind this letter. It was agreed to reply to Mr Duck pointing out that the Parish Council no longer has any responsibility for Parish Paths.

A copy of all relevant letters will be forwarded to Mr David Sanderson, Parish Paths Officer for North Lincolnshire Council.

NEWSLETTER

The next issue will be ready for distribution on the week end 20th/ 21st November. The Clerk had sent letters to all the village organisations asking for contributions.

Contributions from the Council: Dog Fouling, Voluntary Car Scheme, A1077 Junction, the telephone number to report Street lighting Faults and other issues at the discretion of the Clerk.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

There are concerns over the state of the garages on the west side of High Burgage and also the state of the roof of the cottage in Silver Street which is covered by a preservation order. The Clerk will contact North Lincolnshire Council to request that an inspection be carried out.

REPORTS FROM REPRESENTATIVES

Village Hall - The main roof has been repaired.

Neighbourhood Watch - Next meeting is on Tuesday 9th November at the Ferry Boat Inn.

Rugby Cement Works - Councillor Dowson had attended the meeting on 15th October. He reported that the main issue discussed was the takeover by a Mexican firm. He did not think that this would be detrimental.

Councillor Regan reported that the ‘burning issue’ at North Lincolnshire Council was the proposal to ‘pass on’ the Council Houses to a Housing Association.

Following the recent ‘fall’ of a large old tree, Mrs Duncan at Spring House had asked Councillor Wortley if trees covered by preservation orders were regularly inspected by North Lincolnshire Council. The Clerk will ask Mr Stuart Dodson this question and also thank him for the team which came out so speedily to clear up the debris.
When the precept is set for 2005/06, work on the hedge along the Hewde Lane edge of the Playing Field will be considered.
