Minutes of the meeting of Winteringham Parish Council held on Tuesday 1st November 2005 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE MEETING HELD ON 4th OCTOBER 2005

    These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Sullivan, seconded by Councillor Hatton that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Anti Social Behaviour and Under Age Drinking. - Still problems around the village, although the presence of police officers patrolling the village on an evening has been noted.

    b) Youth Project - Flourishing. The committee are seeking grant aid from the Youth Service.

    c) Refurbishment and alterations to the Village Hall - A copy of the Development sub- Committee report for 2004/05 had been received.

    d) Trees on West End - Still awaiting pruning

    e) Drainage Dyke on Waterside - to be monitored

    f) Derelict Farm building at Mere Farm - Mr Brown has assured the Clerk that this will be demolished shortly.

    g) Bonfire to be held on Field on 6th November. - A copy of the Winteringham Under Fives Employers Liability Insurance Certificate had been received by the Clerk. The Councillors do not feel that this is the correct document to cover a Bonfire Event where the general public are present. The Clerk will contact the Secretary immediately in an attempt to ascertain whether they have adequate insurance.

    h) Affordable House - Mr Broadmeadow has accepted the invitation to address the meeting of the Council on Tuesday 7th February 2006. This meeting will commence at 7pm..

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented and payments to be made were agreed.
    New mandate was signed by Councillors. Councillor Borrill will be asked to sign the mandate and then it will be handed in to HSBC by Councillor Ashberry.

HIGHWAY MATTERS

    a) Handrail at the side of the steps up from the Butchers Shop to the Telephone box - fitted on Monday 10th October 05

    b) White Lines in the centre of the road at the junction of High Burgage/Silver Street - Instructions have been issued to refurbish any defective markings around the village.

    c) Junction of A1077 and Cliff Road - Letter from Steve Harrison to say that minor changes will be carried out at the junction . In a second letter Mr Harrison says that this work would be completed by 28th October and he asked for the Parish Council support in urging people to enter and exit the junction at an appropriate speed. This work has been carried out and every one agreed how much better this junction was. This will be part of the Parish Council’s news in the Newsletter.

    Work will be carried out at the Ermine Street junction of the A1077 before the end of the financial year.

    d) Silver Street - Some of the damaged marker posts had been replaced but the Clerk was asked to once again report the posts on the opposite side of the road to Ermine House.

    e) Village Name Signs - To be cleaned or replaced. Silver Street sign has been re-erected.

    f) Signs on West End - Mr Hill was going to contact Traffic Dept to find out what had been done. The Clerk had requested the name of the Traffic Officer so that she could contact him directly.

    g) Caravan parked on Back Lane - Nothing further to report

    h) Sutton Hill Drain - The damaged brickwork will be repaired.

    i) Drain cleaning - The Clerk had rung and requested that all the street drains be cleaned out.

    j) Overgrown trees on Low Burgage - Another letter will be sent to Andrea Ellis.

    k) Road edges needing repair - the Clerk had reported that the road edge at the top of Suttons Hill is being eroded by the flow of rain water. Also that the edges of Silver Street are breaking up due to the heavy traffic using the road.

    g) Soakaway at the junction of Composition Lane and Silver Street - It had been pointed out to Highways Maintenance Dept that this soak away can not cope in rainy conditions and the road becomes flooded.

New Highway Matters

    The Clerk was asked to find out when the salt bins will be returned to the village ready for the winter.

PLANNING MATTERS

    New Planning Permissions Requested:
    2005/1735 - Planning permission sought to carry out extensions and alterations to existing bungalow at 33 Cliff Road, Winteringham.
    The councillors had no comments or objections which they wished to make.

    Permissions granted
    None received.

    2003/0715. Land at No 1 Mere Farm Cottages - In his e-mail the Enforcement Officer says that Mr Foord has requested a meeting with him and a planning officer, although they do not know for what purpose. Once this meeting has been held the Enforcement Officer will let the council know of the outcome.

    Application 2004/1498 - 19 School Road. - Mr Blanchard has been asked to tell the Enforcement Officer what he intends to do, i.e if he is prepared to reduce the size of the extension.

    Notice Boards erected on the front wall of the Bay Horse Inn - The Enforcement Officer will come out and look at these boards.

PLAYING FIELD

    Disability Discrimination Act
    Sign to be erected by Councillor Borrill later in the week.

    Inspection
    Councillor Rowbotham gave his report. The tennis nets have been taken down and will be stored at Councillor Bateman‘s home for the winter.

    Painting Play Equipment and Teen Shelter
    The Play Equipment and Teen Shelter have been painted. Some of the Councillors met with the Crosby Community team and had a photograph taken by the Evening Telegraph on site.

    Once it has been erected, the team will come back to paint the ‘extra’ wall in the Teen Shelter and also to paint the goal posts if the nets are removed.

    Teen Shelter
    Mr Crowcroft will erect another wall to the shelter. The cost of this will be approx. £180. A letter had been sent to the Youth Project telling them of this cost and inviting them to help towards it by fund raising.

HANDYMAN

    Ken has repaired the seat on Cliff Road and also carried out repairs to the Kissing Gate on Path 316. However, Ken has reported to the Clerk that this Kissing Gate is in need of refurbishment or replacement.

PARISH PATHS

    Mr David Sanderson will be contacted and told about the Kissing Gate. The Clerk will also inform him that the stone wall adjacent to Footpath 318 is collapsing onto the path and that the sign post on Path 18 is facing the wrong way.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Request received for trees to be planted behind the seat on Ferriby Road Corner - The Clerk had contacted Andrea Ellis as requested by the Councillors but no reply has yet been received. A further letter will be sent.

REPORTS FROM REPRESENTATIVES

    Village Hall - (discussed earlier in the meeting). The Flower Arranging Evening had raised over £80.

    Neighbourhood Watch - Councillor Ashberry agreed to act as the Councillors representative. The Chairman of the Group will be informed.

    Rugby Cement Works - Councillor Dowson had attended a meeting on 14th October. He reported that everything seems to be going well under the new owners and that a large grant had been given to South Ferriby School.

NEWSLETTER

    Letters had been sent out to the Organisations as requested. Copies of the Parish Council’s contribution were available for Councillors to read. They were happy for the Clerk to pass this on to the Newsletter Editor.

    The Newsletter will be distributed during the weekend 19/20th November.

    a) Forward Plan

    Other Correspondence
    a) Phone Call from David Riggall at Winterton Fire Station. He would like to address the Councillors re. Community Safety. The Clerk will contact Mr Riggall and invite him to the December (or January) meeting..

    b) ERNLLCA - Annual General Meeting. No one is able to attend the meeting on 10th November at Hessle. Apologies will be sent.

    c) Review of the East Midlands Regional Plan.
    Comments from Councillors to the Chairman/Clerk
    The Wreath for Remembrance will be laid by Councillor Bateman at the service on Sunday 13th November.

    Whether the council should put a Christmas Holly Wreath on the War Memorial will be discussed at the December meeting.

Next Meeting

    The next Parish Council Meeting will be held on 6th December 2005 commencing at 7.30 pm. (However if Mr Riggall accepts the invitation to this meeting it will commence at 7 pm)

    The Clerk informed the Councillors that she will be going into hospital shortly after this meeting and it may be necessary for her to miss the December meeting.

    The meeting closed at 8.20 pm.

Councillor Bateman then invited the members of the public present to address the Councillors.

    They explained that they were the landlords and landladies of the two village public houses.

    The landlady of the Bay Horse said that she had been told that the signs on the front wall were acceptable by the brewery but Councillor Bateman explained to her that this did not mean that they were acceptable to North Lincolnshire Development Control Dept. Unfortunately once a complaint had been made to the Parish Council the matter had to be put into the hands of the Enforcement Officer.

    The Publicans said that they too were disturbed by the youths who gather on Jubilee Garden and that one of the young men had actually slept overnight on the seat. They also said that they were anxious that there were cars ‘screeching’ around the village at all times of the night. The Councillors urged them to ring the police whenever they had cause to complain.

    The Clerk will once again contact Inspector Rutty but whenever the Councillors talk to the local officers they are told that very few complaints are received from the residents of the village. The more complaints that are received then the more chance the village has of extra police patrols.

    The publicans were upset about the complaints about noise which were being made against them whenever they put on entertainments. They explained that they were trying their best to be an asset to the local community and that they would appreciate people contacting them first before “running off to the authorities”.
