Minutes of the meeting of Winteringham Parish Council held on Tuesday 6th November 2007 commencing at 7.30pm. The meeting was held in the Council Room at the Village Hall.
Present:

Presentation by Mr John Wyatt

    Mr Wyatt said that he was at the meeting to explain what may be happening in the future at Cemex. One key issue with making cement is the effect on the environment and the Works is currently burning waste fuel which has produced a 20% improvement in emissions but they still use a lot of electricity. Currently they are looking at a more environmentally friendly way to produce electricity. 5 or 6 wind turbines could produce 1/3 of the electricity used by the works.

    This project is still in the very early stages but the first step will be to put in for planning permission for temporary masts to measure the wind speeds. Due to financial constraints there is only a 50% chance that the project will go ahead.

    Mark from Gaz de France then spoke. He explained that they are suppliers to industry and 40% of their business is international. A key area of their development is to produce energy from the wind. G.D.F. is already supplying electricity to Cemex so they are working on this project together. If the project goes ahead then Cemex will benefit financially

    Lisa - the Project Manager for the South Ferriby Project - had produced a booklet which she distributed to the Councillors. The height of the masts will be 9 metres which is not as high as the existing tower. The turbines on the top of the hill will be partially hidden by the quarry.

    They are already looking at environmental issues including the impact of bird life, wild life, and plant life. These studies will continue for a year covering all four seasons. Consultations will be held with numerous outside agencies.

    Lisa was asked about the noise from the turbines. She said that standing directly underneath them it was possible to hold a conversation - there is just a gentle whooshing noise. In any case the turbines will be situated away from houses or hedgerows. Legally they must be 400 metres away from the nearest house.

    Mr Wyatt thanked the Councillors for allowing them to speak to the meeting and explained that it will probably be April 08 before there is any news about the project but if anyone has any concerns or questions then they should not hesitate to contact him at the South Ferriby Works.

Normal Business
MINUTES OF THE MEETING HELD ON 2ND OCTOBER 2007

    These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Ashberry, seconded by Councillor Hatton that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Nature Garden on Silver Street - Mr & Mrs S. Wood had sent a letter to the Council giving details of their solicitor and requesting that the Council’s solicitor contact him as soon as possible. A copy of this letter has been given to Mrs Wingate. Hopefully the transfer of the strip of land will now go ahead.

    b) Green at Town End - The Clerk has spoken to Naomi Boyd at North Lincolnshire Council. She was told that the legal dept are now involved and as soon as they give the go ahead the notice will go into the local paper saying that the Parish Council are applying for this to become a Village Green.

    c) Flowers had been sent to Mrs Johnson and a letter of thanks has been received from Don who says Lin has had her operation and that she is making steady progress .

    d) As requested the Clerk had written to the owner of No 8 High Burgage. The loose slabs on the wall adjacent to the property have been removed.

    e) Councillor Dowson has got a map showing which authorities are responsible for the various drains in Winteringham

    The Councillors feel that The Haven is not draining off the land quickly enough now. If more and more water is being pumped into The Haven then surely this is going to create a problem.

    Mr Geoff Popple from North Lincolnshire Council who is leading the North Lincolnshire Flood Forum will be asked to attend the meeting on 4th December. In the mean time Councillor Dowson will ask for another map showing a larger area around the village and Councillor Hatton said that she would take copies of the map so that each Councillor could have a copy.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made .

    The new mandate had been completed and handed in at the bank. New councillors were reminded that they need to visit the bank with proof of their identity, e.g. Passport and Utility Bill or similar.

    Precept for 2008/9 will be discussed at the January meeting.

HIGHWAY MATTERS

    a) Signs to indicate that roads are suitable for heavy/large vehicles - nothing new to report.
    Councillor Alan Smith said at the last meeting that he would chase this up once again. He had been told that the Highways Dept is still looking into this.

    b) Name Signs for Lanes - Wayne Hill has apologised and said that due to a clerical error these signs have only just been ordered.

    c) Caravan on West End - The owner has assured Highways Dept that this would be removed (by the first week in November). (To be monitored)

    d) The holes in road surfaces - Mr Hill has instructed his team to patch up the holes identified by the Parish Council.

    e) Damaged footpaths - the team will locate and patch up the areas highlighted by the Parish Council
     
    f) Gulley adjacent to 70 West End - Instructions have been issued for this gulley to be cleaned out.

    g) Road sign at junction of West End/Western Green - A new sign has been ordered for this location

    h) Trees on Frost Close - North Lincolnshire Homes contacted by e-mail and telephone. North Lincolnshire Councillor Linda Cawsey said that she would chase this up on behalf of the Parish Council.

New Highway Matters

    To be reported:

    Salt bin
    tipped over at top of School Road.

    Overhanging trees and hedges - a note is to be included in the Newsletter reminding householders that they are responsible for ensure that their trees and hedges do not overhang on to the footpaths.

    The Handyman will be asked to trim back the trees on Jubilee Gardens.

PLANNING MATTERS

    New Planning Permissions Requested:
    2007/1581
    - Advertisement consent requested to display 3 illuminated fascia signs, 3 non illuminated fascia signs, I chalk board, I projecting sign and 2 lantern signs at the Bay Horse Inn.   No objections

    2007/1714 - Planning permission sought for a single storey timber framed orangery at 29 Cliff Road No objections

    - Permission given to erect a single storey side extension at Marsh Lane Farm

    Councillor Smith said that he had grave concerns about the new laws which will allow planning permissions to be granted very quickly.

PLAYING FIELD

    Gate into AWSF
    The heavy metal gate has been lifted off its hinges. Councillor Dowson said that he would ask Mr Fletcher to replace the gate and secure the bolts so that it could not be lifted off again.
    (If Mr Fletcher cannot do this immediately then Councillor Dowson will arrange to get the gate removed from the field.)

    Dust Bin
    The bin adjacent to the Teen Shelter was ‘blow up’ on the night that the firework display was held. The Clerk was instructed to order a new bin.

    Inspections
    North Lincolnshire Council’s Mr John Colby has carried out the Quarterly Inspection and his report has been received. Items highlighted as needing attention::

    Flat Swings - Oilite bushes need replacing
    Multiplay Unit - corrosion under the platforms
    Roundabout - Two bolts missing and need replacing
    AWSF - wire broken in fencing and some moss on safety surface

    Wicksteed leisure to be contacted and asked to rectify the problems.

    Councillor Tong had also carried out an inspection and he had taken photographs to show some of the problems:
    Portable goal posts are being moved all around the field
    The nets on these goals need replacing
    Graffiti on the climbing frame
    The fencing around the AWSF has once again been damaged and the areas around the goals is in a very poor state of repair.

    Councillor Tong said that he thought it a good idea for the posts at the sides of these goal areas to be painted.

    The goal nets will be replaced and Mr Fletcher will be asked to look at the fencing and repair it as necessary. Councillor Dowson will liaise with him.

    Hewde Lane Hedge
    The Clerk has spoken to the contractor who has assured her that work would start in early November to clear the old hedge. She had once again reminded him of the time limit for work to be completed and invoices submitted for the grant.

HANDYMAN

    All of the ‘big jobs’ have now been completed. The wall around the War Memorial will be painted this week.

    As soon as the growing season has ended the mower and the strimmer will be sent for service.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Two of the wooden seats need repairing - the one on Cliff Road and the one on the East side of The Haven. Councillor Wells volunteered to look at these with a view to repairing them.

PARISH PATHS

    The Clerk had spoken to Mr Sanderson about a request made by Mr Duff who wishes to put a memorial seat on the Humber bank (at the west side of the haven). Mr Sanderson said that he had no objections but said that the person to speak to was Councillor Dowson as he owned the land.

    The Clerk subsequently rang Councillor Dowson and told him about the request. Councillor Dowson said that he would liaise with Mr Duff.

    Work should commence on replacing the positive signing during November. The Kissing gate on the bank at the west side of the Haven will be replaced this winter.

NEW CODE OF CONDUCT

    The Parish Councillors agreed to the adoption of the new Code of Conduct.

     The Parish Council have to abide by this code of Conduct from 1st October and need to notify the Standards Board that it has been adopted and also that paragraph 12.2.has been adopted.

    This paragraph states that a Parish Councillor may attend a meeting where they have a prejudicial interest in any business but only for the purpose of making representations, answering questions or giving evidence relating to the business - providing that members of the public are also allowed to attend a meeting for the same purpose.

NEWSLETTER

    The Village Newsletter will be distributed at the weekend 24th/25th November.

    The Clerk had prepared a resume of an article from the Parish Council which was read to the Councillors.

    Councillor Wells said that so far businesses have not paid for advertisements in the newsletter but it was agreed that in future the charge would be £10. It was also agreed that Councillor Wells has the Council’s permission to refuse an advertisement.

    The Councillor’s agreed that Councillor Wells should be paid for his ink cartridges.

REPORTS FROM REPRESENTATIVES

    Village Hall - Councillor Bateman was not present but it was reported that the last two fund raising events had been financially successful. On Wednesday 5th December a Christmas Entertainment Event will be held.

    The doors and fronts of the kitchen units have once again been replaced.

    Neighbourhood Watch - A good meeting. P.C. Sewell was present. He had told the meeting about ‘Smart Water’ which can be used to mark valuable articles. There had been a discussion about the InIt Club closing but hopefully new leaders have been found.

    b) Local Development Framework - Discussed by the councillors who did not wish to comment on any of the ‘new areas’ shown as being within the Development Area. All of these small areas have already been built upon.

Items to bring to the Notice of the Chair/Clerk

    The school is already displaying the plans for the new canteen (No details of planning permission sought have been received yet.)

    Councillor Ashberry has spoken to North Lincolnshire Homes to report that two bungalow on Earlsgate Gardens appear have been ‘missed’ when refurbishments were carried out recently. Councillor Smith said that he would contact them about this issue.

    Pond on Nature Garden - This is becoming very overgrown and does need attention. However this will have to wait until the spring when Councillor Wells will oversee the project.

    It was agreed that the January Meeting should be held on Tuesday 8th January 2008.

    The meeting closed at 9.35 pm.
