Minutes of the meeting of Winteringham Parish Council held on  Tuesday 4th November 2008 in the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 7th OCTOBER 2008

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor Ashberry, seconded by Councillor Foord that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Report from PCSO Shaun Black -The e-mail received from Shaun after the last meeting was read to the Councillors. The Police had investigated the points raised and taken action.

    b) Nature Garden on Silver Street - The Clerk had responded to the letter from Mr McGurran telling him that the Parish Council would like ownership of this small strip of land and that they would pay any legal costs incurred.

    In the meantime documents have been received from our solicitors to sign re. the transfer of ownership.  The Clerk asked the solicitors to check that the land was indeed still owned by Mr & Mrs Wood. The reply is that the majority of their land was sold in November 2007 but they retained ownership of this strip which they are now in the process of transferring to Winteringham P.C.

    b) Green at Town End - In his latest e-mail Mr Wilkinson says that he did receive the requested map but has not progressed the matter further. Naomi is due to come back in January so he may ask her to take the matter in front of the Planning Committee

    c) Phone box - Letter received from Ian Cawsey.  British Telecom have been in touch with him and it will be next March before the box is painted.

    d) Environment Agency - Nothing has been heard from Philip Winn, Humber Strategies Officer, about the promised second meeting.

    e) Plaque for the side of Bay Horse Inn - this was not ‘erected’ on the side of the pub whilst the contractors had their scaffolding up.  Councillor Bateman said that she would ask the landlord what has happened to it

    f) Fidelity Cover - A letter has been received from Allianz which states that the cost of Fidelity Cover of £16,000 (i.e. the sum recommended by the external Auditor) is £43.20 per annum.  The Councillors agreed to accept this but asked the Clerk to find out the price of the cover until next year when the policy will be renewed.

    g) C.E. Electric - The lane has now been tidied up.

    h) Water Side Drain - A reply has been received from the Environment Agency which said that a site visit was undertaken.  The owners of the properties on Waterside Road have all been contacted to ensure that their chosen method of sewage treatment is working correctly and that the effluent being discharged into the watercourse has been correctly treated.

    The Councillors did not feel that this was a satisfactory reply - the problem is caused because the water now stays in the drain (instead of flowing away into the haven) and becomes stagnant. The Clerk had responded.

    A further letter has been received which states that the dyke is under the control of the Ancholme Internal Drainage Board and if the Council wishes to discuss this matter further then they should be contacted. The Clerk was asked to write to the Drainage Board.

    i) Trees on Camp Field - Reply from North Lincolnshire Council’s Environment Officer for Trees and Landscape.  She says that it is the responsibility of the owner of the field to trim back the trees. If the Parish Council supplies the details she says that she will contact the owner to request that this work is done. It was decided that the Clerk should contact Mr Nigel Ogg who ‘farms’ the field.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented.  The Councillors agreed on payments to be made.

HIGHWAY MATTERS

    Mr Hill was in the village on 27th August and he met with the clerk.
    a) Name Signs for Lanes - These were all fitted but the Thrush Lane sign has ‘gone missing’.  Mr Hill has ordered another one.  The cost will be £134

    b) Holes in road surfaces - All holes should now have been filled in. However, Councillor Ashberry reported that this is not the case

    c) Road surface at the end of Ferry Lane - still under investigation.  Both Wayne Hill and David Sanderson have been out to look at the situation and talked to the owner of the cottage.  No update on this matter

    d) West End/Western Green - Two new signs have been fitted

    e) Culvert on Ferry Lane - Repaired

    f)   The caravan is once again parked on the roadside on West End - When Mr Hill visited the caravan was not parked on West End.

    g) Name signs - New Village name signs have been ordered.

    h) Grate outside village shop - The damaged grating has been repaired and the carriageway patched.  However, the footpath still needs repairing.

    i)   Letter from Mr W. Maw re. the flooding of his property on Thursday 31st July - forwarded to Geoff Popple.  A reply has been received which says that Mr Hill will investigate using a specialist drain cleaning contractor.  Neither the Councillors nor Mr Maw thought that this would solve the problem.  Mr Maw had reported that someone has now been out to look at the situation.

    j) The Clerk had mentioned the mess left on the footpath and road by the contractors who installed the services to the new school building. Fortunately (due to the heavy rain) most of the mess has been washed away now. When he visited Mr Hill said that he could not see any problem

    k) Post on the Triangle on Back Lane - Not yet repaired

    l) Warning post on Silver Street - No one was sure whether this had been repaired

    m) A new Village Hall finger post has been ordered.

    n) Mr Hill had spotted a vandalised road name sign - Hewde Lane. This has been removed and will be replaced.

    o) Mr & Mrs Wilkinson had requested permission to put a stone trough on the roadside outside their home.  Mr Hill said that he saw no reason why a plastic ‘planter’ could not be put into his recess but permission would not be given for a stone planter.  Mr & Mrs Wilkinson have been told of Mr Hill’s comments.

New Highway Matters

    The Head Mistress of the Village School has asked if the barrier on the path in front of the ‘top’ gate can be extended as this entrance has been altered and the gate moved slightly.

    Councillor Wells expressed his concerns that cars parking on the verges at the bottom of Low Burgage are tearing up the verges and making them very muddy.

PLANNING MATTERS

    New Planning Permissions Requested:
    a)   New Applications
         2008/1438
    - Planning permission requested to retain extension to provide garden room and restaurant at Winteringham Fields - No objections

    Planning Permissions Granted
         2008/1032
    - Permission granted for a detached dwelling on land at the rear of No 8 Silver Street

         2008/1217 - Planning permission requested to erect a single storey front extension and a two storey rear extension at 23 Hewde Lane

         2008/1240 - Planning permission granted to erect a covered walkway at the School.    
        
    Work on Trees   
         2008/1289
    - Consent granted to fell 2 horse chestnut trees and 1 Ash tree @ the Manor, 16 West End 
         2008/1299 - Consent granted for the removal of an ash tree @ Sycamore House, 7 Silver Street (No objections)

PLAYING FIELD

    Inspections
    Councillor Tong gave his report. His main concern is the deteriorating state of the wire fencing. For safety reasons it was decided that Mr Julian Nugent should be asked to carry out ‘repairs’ - i.e. removing the loose wires and tying others back.****

    Still waiting to hear about the grant

    Dog Fouling
    Not too bad at the present time. The Clerk will ask about the promised new signage.

    Tennis Nets/Posts
    Mr Dave Underwood and Councillor Tong will carry out the necessary work to the posts and then the AWSF surface can be repaired.  Councillor Tong now has the tennis nets in his possession

    New Seats for the Swings
    These were ordered at a cost of £96 for the four.

    Marking out the Pitch
    Councillor Hill reported that he would assist the village football team to do this.

HANDYMAN

    Mr Thompson has been kept busy tidying up the Teen Shelter.  Whilst the contractors have been working at the hall the youngsters have been in the skip and taken concrete etc into the shelter.

    His next task is to ‘tidy up’ the pond on the Nature Garden. He is aware of the need to have the area around the War Memorial ‘spick & span’ ready for the service on Sunday.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    There was nothing the Councillors wished to report.

PARISH PATHS

    Letter from Mr Sanderson dated 21st October:

    Footpath 318
    Mr Sanderson is still sorting out the ownership of the tree at the Silver Street End of the path and also contacting the owner of the stone wall to tell her that it is time that the wall was repaired .The stones on the path will be removed. The steps on this path will be cleared and refilled with new stone as soon as possible reinstated.
    Also
    Path 315 - the steps on this path will be cleared and refilled with new stone as soon as possible reinstated.

    Path 314 - behind the church.  Steps on the banks at either side of the drain will also be re-instated.

    Path 18 at the end of School Road - new post will be erected shortly The Clerk will also report the poor state of the stile

    Path 311 - Mr Sanderson to speak to the owner of the field about the removal of the cattle grid.

    Path 316/317 - Mr Colin Wilkinson is still sorting out the width of this path.

    Mr Sanderson has asked the team to complete the positive signing in the village as a matter of priority. All new posts show the destination but the path numbers can not be put on the posts as the redrawing of the definitive map may mean that some paths will be renumbered.

REPORTS FROM REPRESENTATIVES

    Village Hall - Work is ongoing and the contractors are making good progress.

    Neighbourhood Watch - Councillor Foord reported - The police officers had introduced themselves to the co-ordinators. Several of the co-ordinators are attending the HanWag A.G.M.

    NATS - Councillor Foord had attended the meeting where the awards were given out to Neighbourhood Watch Groups.

    Cemex - Councillor Dowson was not present to give a report.

VILLAGE NEWSLETTER

    The Clerk had sent out letters to the village organisations informing them that the Newsletter will be distributed at the weekend  22nd /23rd November and asking for their contributions as soon a possible.  (No later than 10th November).
    The editor, Councillor Wells reported that he has received a number of contributions including a good nostalgic article about Andrews Shop.

    The Councillors agreed that the new delivery boy should be paid £20.

REMEMBRANCE SUNDAY

    The service at the War Memorial in Winteringham will be on Sunday 9th November at 12.15 pm.

Items to bring to the Notice of the Chair/Clerk

    Councillor Foord had attended a Flood Forum Meeting and had brought along to this meeting a pro forma questionnaire. It was agreed that the questionnaire should be printed at the expense of the Parish Councillor and distributed with the Newsletter. In the event of a ‘disaster’ Mr Les Ward has agreed to act as the co-ordinator for Winteringham.

Next Parish Council Meeting

    The next meeting will be on Tuesday 2nd December 2008
    The meeting closed at  9.00 pm .




    ***  The Clerk received a letter the day after the meeting to say that the SITA Trust had awarded a grant of £15,000 for the refurbishment of the fencing around the AWSF
