Minutes of the meeting of Winteringham Parish Council held on  Tuesday 3rd November in the Tom Thrush room at the Village Hall, commencing at 7.30pm
Present:    

    Parish Councillors K. Ashberry (in the chair), I. Dowson, W. Foord, P. Hatton , N. Hill, Z. Sullivan, P. Tong, &  H. Wells

Apologies:

    Councillor J. Bateman ,
    North Lincs  Councillors B. Regan & A. Smith & L. Cawsey 
    Mr Stothard from the Environment Agency

    Unfortunately Mr Sothard has had to send his apologies and asks if he could come along to the meeting on 1st December.

MINUTES OF THE MEETING HELD ON 6th OCTOBER 2009

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor Foord, seconded by Councillor Hatton that these minutes be accepted as being a true record.  They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Water Side Drain–  A reply had been received saying the drain would be cleaned out as part of the routine maintenance. Part of the drain has already been cleaned out but the part nearest Winterton Beck has not yet been done.

    b) Winterton Beck (Haven Drain) –Work will now commence on Winterton Beck (It was reported that this work would be carried out in October but it has not yet been done). The banks will be cut once again before winter.

    c) Road Safety Seminar – Councillor Foord had attended this meeting and he said that it was very interesting. There had been various speakers and a film show entitled ‘Too Fast, Too Slow’.  Councillor Foord had found this very moving.

    d) North Lincs Liaison Meeting – Councillor Foord had attended this meeting and he said that there appears to be a lot of apathy ‘creeping in’.

    e) Community Transport – No reply to letter sent.

    f) Sewer Connecting – copies of the letter had been delivered to the residents living on Water Side.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented and the Councillors agreed on payments to be made.

    A letter has been received from the Village Hall Committee reminding the Councillors about the promised 2009 grant.  This will be discussed in December.

    An e mail has been received from North Lincolnshire Council reminding councillors of the need to be considering their budget and precept.  In order to assist with this the clerk had prepared a report of “Spending against Budget in 2009”. The Budget and Precept will be discussed at the December Meeting.

    Councillor Wells handed over £10 in cash for advertising in the newsletter.

HIGHWAY MATTERS

    a) Road surface at the end of Ferry Lane - still under investigation. 

    b) Banking around the shop corner - when time allows this area will be pressure washed and the loose stones removed.

    c) Subsidence on Market Hill –this has been marked up and work will be done on this road

    d) Ledge in front of No 1 Mere Cottages – no news

    e) Trees on West end obscuring Street Light – no news

    f) Holes in road Surfaces – nothing seems to have been done

    g) Composition Corner Warning sign – still needs attention

    h) Trees at Town End Farm – still need cutting back.

New Highway Matters

    Street Lights out at a number of locations around the village. – This has been reported twice.

    School Lane sign – This was knocked down but Mr Maw has ‘rescued it’ and he will put it back up.

    Cliff Road Junction with High Burgage – recently there have been several ‘near misses’ at this junction. A request will be made to Highways for some sort traffic calming measure.

    A request will also be made for ‘sleeping policemen’ on Cliff Road in an attempt to calm traffic speed.

PLANNING MATTERS

    a) New applications – None received

    b) Planning Permissions Granted - None received

    c) Planning Permissions Refused
    2009/1129
    - Advertisement consent refused to display a non-illuminated sign on os field No 5139  Sluice Lane, Winteringham

    2009/1139 – Planning permission refused to erect a two storey extension at 16 Cliff Road, Winteringham.

    d) House on Ferry Lane-
    2009/1132
    – Planning application for amended house type to that previously agreed.
    The Clerk was asked to respond and say that the Councillors still felt that this house was much too high.

    e) Sheds at the School – Despite a request from the neighbours of the school no one has been out from Planning Dept to look at the positions where the sheds have been erected.

PLAYING FIELD

    Inspections - Nothing to report. The tennis nets have been taken in for the winter.

    New nets for small goal posts – Not yet done and it may be spring before they can be done

    Cutting the field in 2010
    Mr Don Johnson has quoted £1,380 for cutting the field in 2010. His quotation was accepted by the Councillors.

    Refurbishment of the Play Equipment in Spring
    Councillor Tong will seek quotations for painting the Play Equipment and the Clerk will obtain the price for replacing the panels on the Climbing Frame.

HANDYMAN

    Stones at the back of the Teen Shelter need clearing up.

    Mr Thompson has been kept busy cleaning the leaves out of drains, cleaning the graffiti on the Teen Shelter, carrying out the last of the grass cutting and tidying up the area around the War Memorial ready for the Remembrance Service.

    The lawn mower will need to go in for servicing.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    The Clerk was asked to write to Winteringham Fields requesting that the garden of their house on School Road be tidied up and the huge hedges cut back.

PARISH PATHS

    Mr Sanderson will be reminded about the Way Marker posts which need re-erecting.

    Mr Dawson will be reminded about the new trees required behind the seat on the A1077.

NEWSLETTER

    The young man who has delivered the Newsletter on the last two occasions has promised the Clerk that this time they will all be delivered over the two days of the weekend.  It was suggested that he should not be paid until the Councillors are satisfied with the delivery.

REPORTS FROM REPRESENTATIVES

    Neighbourhood Watch - The last meeting had been a very short meeting.  N.H.W. is re-applying for grant aid towards CCTV cameras.

    NATS - Meeting this month.

    Cemex – As Councillor Dowson could not attend the meeting on 23rd October, Councillor Foord had represented the Parish Council. He reported that the last year had been a very slow year due to the recession.

    Village Hall - Still one or two niggles.  (The roof is already cracking.)   Anti vandal paint will be applied to the roof and warning signs posted.

    The concert by the Burgage Band had been a financial success.
    On 8th December a Christmas Entertainment is planned
    On 31st December a New Years Ball will be held.  Tickets are £20.

    a) Forthcoming Meetings
    b) Water Safety – North Lincs
    c) Play Builder – the Clerk will complete the application forms  
    d) Rural Affordable Housing report
    e) Code for sustainable House and on site use of Renewable Energy

    f) Scoping Report on Winterton Wind Farm proposal – a lengthy discussion took place about this report.  The Clerk was instructed upon the reply to be made on behalf of the Councillors.

    g) Planning Training – The Councillors discussed this letter and instructed the Clerk re. the response to be made

Items to bring to the Notice of the Chair/Clerk

    Remembrance Service is at 12.15 pm on Sunday 8th November.

    On behalf of a parishioner the Clerk will ask Highways if a seat can be sited on the grass verge at the junction of Water Side and Marsh Lane
