Minutes of the meeting of Winteringham Parish Council held on Tuesday 1st November 2011 in The Tom Thrush Room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 4th OCTOBER 2011
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Bell, seconded by Councillor Holgate that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Lincolnshire Active Community Network - No date as yet set by the Village Hall Management Committee for a meeting.
b) Work on Trees by North Lincs -Lots of work has been done on the trees around the village but still some to be done. Councillor Ogg had a report prepared by Flora Harding, the Tree Officer from North Lincs Council, on all of the work to be carried out throughout the village.
c) Problems reported to North Lincolnshire Homes -The grass areas are now being cut as requested but the problem re the fencing at Earlsgate Bungalows still has to be sorted out. Roof Insulation for the bungalows is still under discussion.
d) Nature Garden on Silver Street - The pond is currently being sorted out. The liner does look to be waterproof.
e) Jubilee Gardens - More planting has been done.
f) Trees from Woodland Trust - the 105 trees for autumn planting will be delivered shortly and will be planted with the help of the school children about 18th November.
The 105 trees for spring planting have been ordered via Winterton Lions. This pack will include a Royal Oak.
g) Letter sent to Village Hall Committee re the noise in the big hall - a verbal acknowledgement of the problem has been given.
FINANCIAL MATTERS
The Councillors agreed on payments to be made this month.
The Clerk reminded Councillors that the budget and precept for 2012/13 would be discussed at the December Meeting. She had prepared a report on spending as at 1st November.
HIGHWAY MATTERS
a) Holes in road surfaces and footpaths needing attention reported following the September & October Meetings. - Most of these have now been filled in.
b) Cliff Road Name sign - new sign will be ordered but in the mean time a temporary sign is being displayed by the Parish Council.
c) Tree on A1077 obscuring view of motorists - not yet trimmed.
d) Preventative Measures re the flooding of garage at bottom of School Road - an update will once again be requested.
e) Road surface on West End following burst pipe outside No. 38. - nothing heard about this.
f) Bollard at junction of Cliff Road/A1077 - has been put back into position.
g) Banking on the corner of High Burgage/West End - nothing heard about this.
New Issues
Puddle outside school pedestrian gate - the Clerk said that some patching had been done but she doubted that it was enough to prevent a puddle forming.
Silver Street sign -The Clerk has reported that sign is missing. However, Councillor Foord said that the sign is in his garage as it had been delivered to his home. It needs a new backing and new posts.
The residents of Cliff Road have received letters saying that the street lights on the road will be replaced. The Parish Council has not received any notification. The letter is not very clear as to what is happening/when. Councillor Ogg said that he would follow this up.
PLANNING MATTERS
a) New applications PA/2011/1226 - Planning permission sought to replace extant permission 2008/1032 to erect a house on land rear of 8 Silver Street (Bramble Lane) - the Clerk to write and say we wish our original objections to stand.
PA/2011/1211 - Planning permission consent sought for alterations to form en-suite bathroom to include pipe and extractor fan at 4 Ferry Lane, Winteringham. - no objections or comments.
b) Planning Permissions Granted - None outstanding
c) WF/2011/0528 - Proposal is to site four wind turbines and associated infrastructure including a temporary access from Top Road at the Winterton Landfill Site. An amended application was received (WF/2011/0528) worded exactly the same and looking at North Lincs Planning Site it was impossible to work out what the difference was. The Clerk had sent an e mail saying that the Council's original comments and objections still stood. Since then Councillor Marper has found out that the differences were archeological and Natural England (Birds) issues.
The North Lincs councilors said that they think this may be discussed at the Planning Committee Meeting in January.
d) Possible breech in Planning Permission Construction of Garage on School Road - The Enforcement Officer has been contacted once again. The Clerk read out his reply.
e) Conservation Area Notices on Lamp Posts - Another e mail was sent as a letter still had not been received
f) New maps showing the Building Line around Winteringham were distributed to Councillors.
g) Councillors Bell and Foord had attended a Planning Seminar. They had asked about Planning Dept putting notices on lamp posts and had been told that the Planning Dept can put up any posters that they wish on lamp posts, etc.
PLAYING FIELD
Inspections - Councillor Tong said that he had nothing new to report.
Actions following the report from North Lincs Council after their inspection on 11/7/11 Flat Swings are quite low and need lifting by 3". - G.L. Jones (who fitted the anti wrap devices) have agreed that the swings do need 'lifting' and will do this when they are in the area.
The wet pour under the swings has been repaired - Invoice not yet received Multi Unit - On the rope bridge bottom fasteners are showing signs of wear. This was installed by Russell Leisure in Jan 2011 and is still under guarantee. - these fasteners have now been replaced.
Roundabout - Wicksteed Leisure have fitted two new seats at a cost of £256.80 (inclusive of VAT)
A Further Inspection was carried out in October Self Closing Gate - not closing Multi Unit - Low level graffiti found Bubble Spinner - lateral play on the shaft. (This was reported again to the maker) Swings and Tornado- Wet pour has been repaired since this inspection Grass Area - needs leveling off above steps as it is a trip hazard) Repairs will be carried out in the spring Wall & Steps - in need of repair) Teen Shelter - Some graffiti and smells of urine A.W.S.F. - Basket Ball back board damaged - to be monitored Holes for tennis net posts need covering - A solution will be investigated. The Clerk reported that the AWSF is covered with moss - this will be treated in the spring. Councillor Bell had attended a training course on Playing Field Safety. We do need to keep written reports on inspections carried out (and keep these for 21 years). Also we need to erect a Notice Board giving details of the exact location of the field (including the post code) and giving a contact telephone number. Councillor Bell will do a template for the notice. Councillor Tong has a contact for a firm who make notices. Small Goal Posts - these really should be permanently sited and should be concreted in. Councillor Bell will see to this.
HANDYMAN
Whilst Mr Thompson has been ill, he has been assisted by his daughter. As well as their normal duties they have been assisting Councillors Bell and Ashberry on the Nature Garden.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
Cut & Clear were contacted re the trees adjacent to the seat on Cliff Road and those next to the AWSF (Pete said that he would come out to look what needs doing as soon as he was back from holiday but he has not been so the Clerk has e mailed him. Councillor Hatton said that she would be seeing him later in the week and would ask him to come to Winteringham.)
Wooden frames for notices on Jubilee Gardens and Seats needing varnishing - Councillor Wilkinson will carry out these jobs as soon as he has the time to do so.
PARISH PATHS
Once again the clerk has contacted Mr Colin Wilkinson re the width of footpath 316. In his e mail Mr David Sanderson says that he has been in contact with Mr Duck and it may be that Mr Duck is willing to move the fence out slightly whilst investigation about the width of the path continue.
Councillor Ogg reported that Mr Duck is now saying that another fence can be erected to give a 3ft wide path but North Lincs must pay for this fence.
Mr David Sanderson has also been contacted re the bridge over into The Croft, the steps on the path behind the church and the stile on Ferry Lane. In his reply Mr Sanderson says that he has looked at the repairs carried out by the New Deal Team and he is horrified to see what a poor job they have done. By now the BTVC team should have carried out work to improve steps on FP318, FP314, FP13 and FP315 and also replaced the boards on the bridge and cut back the hedge - both on FP316. Several Councillors said that this work has not yet been carried out.
REPORTS FROM REPRESENTATIVES
Neighbourhood Watch - Meeting in December
NATS - Next meeting will be in Winteringham Village Hall on 10th November.
Cemex - A meeting was held on 21st October but Councillor Foord had not been able to attend.
Village Hall - Councillor Foord had not been able to attend the last meeting.
Emergency Action Team - North Lincs have been notified of the names and contact numbers of our two Snow Wardens and that Mr Alan Smith is happy for the 4 tonnes of salt to be delivered and stored at his farm on Silver Street. Councillor Bell said that he thought that a meeting with North Lincs was needed.
Councillor Marper is going to be the 'Lead Warden' for this ward. Our snow wardens will have to contact her.
Winteringham will be given up to £750 to call on for extra snow clearing. A list of contractors/farmers will be distributed shortly
The salt bins are 'on the way'. Councillor Hatton reported that hard standing for a bin has been laid at the top of Cliff Road.
NEWSLETTER
Harry Wells is happy to produce a newsletter for distribution w/e 19th November. Letters were sent out to the village organizations. Councillor Bell will provide the information re the Emergency Action Team and the Clerk will provide the information re other Council News.
CORRESPONDENCE
North Lincolnshire Council a) Forthcoming Meetings - Already on notice boards b) e mail re. Planting Trees for Queens Diamond Jubilee - Flora Harding has sent an e mail asking if the Councillors wished to participate in a scheme to plant a tree(s). The Clerk was asked to reply giving the Councillors suggestions for sites.

Items to bring to the Notice of the Chair/Clerk
Wreath has been delivered to the Clerk. The service at Winteringham War Memorial is at 12.15pm on Sunday 13th November. Councillor Ashberry or Councillor Foord will lay the wreath.
Councillor Holgate reported that there is a lot of dog dirt on the Playing Field.
The Clerk was asked to contact North Lincs Council about the fence adjacent to the Haven Bridge. This fence has never been replaced properly since the car went through it and the Environment agency say that it is not their responsibility.
NOISE - Once again it was almost impossible to continue with the meeting due to the noise being made by the lady leading the exercise class in the big hall. The Clerk was asked to contact the Chair of the Village Hall Management Committee to report this.
