Minutes of the meeting of Winteringham Parish Council held on 5th October 2004 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE MEETING HELD ON 17th AUGUST 2004

    These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor I Dowson, seconded by Councillor D. Borrill that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Anti-Social Behaviour - North Lincs Councillor A. Smith invited the Parish Councillors to attend a meeting which is held once a fortnight at The George in Winterton to discuss the issues surrounding anti-social behaviour. The next meeting is on 20th October commencing at 10am. He told the Councillors that Inspector Rutty usually attends these meetings.

    Winteringham is still experiencing problems when large groups of young people meet and wander around the village. Many of these youths come from Winterton and the surrounding villages.

    b) Event on 4th September - This had been a success. The weather had been very good and the event was reasonably well attended .

    c) Seats adjacent to the Bowling Green. - The Clerk had completed the Claim Form and sent it off to the Insurance Company on 28th August.


     A letter has been received from the Insurance Company saying that they have no objection to the seats being replaced by A&E Cox & Sons and asking for the invoice to be sent. However they are asking if this was ongoing damage to the seats and also they point out that there is a £100 excess for each incident.

    In their letter dated 12th July the Insurance Company do state that they realise that we are not replacing the seats at the present time and that this was not a problem.

    The Clerk was instructed to reply saying that as far as the councillors were aware the seats had been damaged in one incident and that they would not be replaced at the present time.

FINANCIAL MATTERS

    The report prepared by the Clerk was presented and payments to be made were agreed.

    The recommendation for the Clerk’s salary increase from 1st April 2004 was discussed. It was agreed to accept the recommendation for a rise of 2.75%.
    Thus this year the Clerk’s salary will be £443.49 per quarter (£1,773.96 per annum).

    The Clerk asked for permission to transfer £2,500 from the Business Money Manager Account into the Treasurer’s Account.

HIGHWAY MATTERS

    a) A1077 /Cliff Road Junction - The work appears to be almost complete. Numerous people living in the village have approached the Councillors and the Clerk to say that they are not happy about the way that this junction has been refurbished.

    Drivers coming into the village now have to almost come to a stop before negotiating the turn and drivers behind them on the A1077 just do not realise this. There have already been several near misses and it was felt that before long there would be an accident with a following car running into the back of a driver negotiating the turn. Also when leaving the minor road and joining the A1077 the junction is very awkward and difficult to negotiate.

    Councillor Hill commented about the large kerb and he suggested that reflective markers on the edge of this would help to prevent an accident. All of the Councillors felt that this kerb was a hazard and they also commented that on a winter’s morning the whole area would become a ‘skating rink’ with black ice forming in the dip which has somehow been created during the refurbishment.

    The Clerk was asked to write to Mr Geoff Popple of the Highways Dept expressing these concerns.

    b) Western Green Verge - Work does not yet appear to have started. Mr Hill will once again be asked when action will be taken.
     
    c) The Low Burgage name sign (opposite the Alley ) and the Harrison Close name sign - The Clerk will remind Mr Hill about these name signs.

    d) Handrail at the side of the steps up from the Butchers Shop to the Telephone Box - Nothing has been heard from Mr Stuart Kemp so another letter will be sent.

    e) Street Lighting - Highways are aware of the problem with the Meggitt Lane Street Light and are liasing with the owners of the trees and hedge. Other problems with street lights have been reported by the Clerk during the past weeks and these have already been ‘fixed’.

    f) Verge outside 19 Back Lane - The owner of the property has been told that he must reinstate the grass verge.

    g) Damage caused by lorries driving through the Village to the Pumping Station at Whitton Drain Outfall - The damage to the B.T. Inspection Cover at the junction of Marsh Lane and West End was reported to Highways Dept who immediately came out and put up a warning barrier. They then reported this damage to B.T. (B.T. are being very dilatory in carrying out this repair and Mr Wayne Hill had promised that he would once again speak to them)

    The Clerk had written to the Agents to voice the concerns of the Council with regard to these lorries and she read the letter received in reply. Although the agents seem to think that this was on one occasion, large lorries are still travelling through the village.

    The Councillors requested that a letter be sent to Mr Hill of the Highways Dept to point out to him that it is Highways responsibility to see that this repair is carried out and to report that the barriers placed by his team are themselves a hazard as they are continually knocked down and thrown around.

New Highway Matters

    Removal of Highway Trees - Birch tree to be removed and Willow tree to be reduced and reshaped on verge outside 25 West End.

    The blocked drain on Suttons Hill has been reported. There appears to be a number of drains which are blocked so the Clerk will ring and request that all village street drains are cleaned out.

    The legs of ‘Give Way’ sign near Mere Garage have rotted and the sign is lying on the grass verge.

    A request will be sent to Highways Dept for a sign to be erected at the junction of Marsh Lane/West End stating that the road ahead (towards the church) is not suitable for heavy traffic.

PLANNING MATTERS

    New Planning Permission Requested
    2004/1250
    Planning Permission sought to erect a cattle shed/storage building at
    39 Cliff Road (see permission granted)

    2004/1498 - Planning Permission requested to erect a single storey extension
    to 19 School Road.

    The Clerk told the Councillors that this extension has already been erected, much to the distress of the immediate neighbours. The Clerk was asked to comment that although this will have no visual impact on the village, the extension would probably have been better at the other side of the property and certainly should not have been built without permission.

    Permission granted to erect a two storey extension at The Mount,
      47 West End

    2004/1250 - Planning permission given to erect a cattle shed/storage building
      at 39 Cliff Road

    2004/1265 - Planning Permission granted to erect a detached garage with accommodation over and an extension to the dwelling at 16 Marsh Lane.

    Refusal
    2004/1266
    - Permission refused for a detached dwelling on land north west of Briargarth, 27 Ferry Lane.

    Enforcement Order and Appeal
    The Clerk had received an e-mail from the Enforcement Officer to say that the owner of No.1 Mere Farm Cottages has appealed against the enforcement order.
    A letter has now been received to say that the hearing is to be held on 19th October

PLAYING FIELD

    Work by Wickstead Leisure
    The requested work has been carried out and the invoice received.

    Disability Discrimination Act
    Quotations still awaited. A new Guide to the Disability Discrimination Act has been received from Wicksteeds. This was passed on to Councillor Wortley.

    Inspections
    The struts at the back of the portable goal posts are sticking up out of the field and could prove hazardous. This will be investigated. It was felt that perhaps the struts should be removed and also the damaged nets.

    Work by Probation Team
    Councillor Bateman and the Clerk had met with Mr Kevin Clough from the Probation Service . Work should start on painting the play equipment during Oct.

    Mr Don Johnson
    Mr Johnson had sent his invoice for the work carried out during the past growing season. When the cheque is sent to pay him the Clerk was asked to please thank him for all his efforts and ask him to quote for cutting the Playing Field during the 2005 season.

HANDYMAN

    Mr Jacobs had been issued with a new contract and an amended list of jobs to be carried out. The Clerk remarked that Mr Jacobs would now be working ‘his winter hours’.

PARISH PATHS

    Proposed Diversion to Path 318
    A letter has been received from Mr David Sanderson in which he states that he has received an application to divert this footpath. He asks for the Parish Council’s views on this application. The Councillors unanimously agreed that they did not wish for this path to be diverted.

    Mr Sanderson also says that he has agreed to the removal of the redundant Kissing Gate at the entrance to this path. Again the Councillors felt that this Kissing Gate should not be removed.

    The Clerk had reported to Mr Sanderson that Footpath 313 and 17 have been ploughed up at several places. She will ask if this complaint has been followed up.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    There were no new issues which the Councillors wished to report.

REPORTS FROM REPRESENTATIVES

    Village Hall - Work will be carried out on the main roof. This work should commence in the week starting 25th October. The cost will be £5,000. The Lifestyle Group had helped by raising over £1,000.

    Grants are still being sought for the refurbishment of the kitchen.

    Neighbourhood Watch - The next meeting is on Tuesday 12th October at The Bay Horse Inn commencing at 7.30pm.

    Rugby Cement Works - Next meeting is on 15th October.

NEWSLETTER

    It was agreed that the next Village Newsletter should be distributed by 21st November. Local groups will be contacted. All contributions to be received by 10th October.

A.O.B.

    The Clerk asked if she should approach Apex Roofing about the bus shelter roof. The Councillors were in agreement for her to do so.

    The light outside the Council Room door is out. The bulb will be replaced.

    The next scheduled Council Meeting is on Tuesday 2nd November commencing at 7.30 pm.

    The meeting closed at 9.10 pm.
