Minutes of the meeting of Winteringham Parish Council held on Tuesday 4th October 2005 commencing at 7.00 pm. The meeting was held in the Council Room at the Village Hall.

Present:

Short Informal Interview with Miss Ashberry

    Miss Ashberry is interested in being co-opted onto the Parish council. She said that she had tried several times in the past to become a Councillor and had just missed out the last time there had been an election. She has lived in the village for 16 years and knows the village well.

    Councillor Bateman thanked her for her continued interest and explained that the Parish Council is a non political organisation here just for the good of the village.

    Several current issues, including anti-social behaviour, were discussed

    Councillor Bateman asked if it was the wish of the Council that Miss Ashberry was co-opted and it was unanimously agreed that she be asked to fill the vacancy. Miss Ashberry accepted.

MINUTES OF THE MEETING HELD ON 16th AUGUST 2005

    These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Borrill, seconded by Councillor Hatton that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Anti Social Behaviour and Under Age Drinking.
    Nothing new to report. Still problems around the village and difficulty getting through to the Police to report these problems.

    b) Youth Project
    Going well. Meeting night has changed to a Tuesday due to the availability of the Hall. The project is well supported and the youngsters are integrating well.

    The Project is still operating as an off-shoot of the Village Hall Management Committee but will need to establish its own identity shortly.

    c) Refurbishment and alterations to the Village Hall
    The Clerk has received copies of the planning application submitted by Hodson Architects and also a notification of the receipt of the Planning Application from North Lincolnshire Council. The details of the granting of the full Planning Permission were received on 24th September.

    Payment of the Planning Fee as agreed by the Parish Council - this will be left until an invoice is received from the architects.

    d) Trees on West End
    Andrea Ellis had replied and said that the trees will be pruned although this may not be for some weeks.

    e) Drainage Dyke on Waterside
    A letter has been received from Ancholme Internal Drainage Board. They say that the water in the dyke is not stagnant and that the problem may be coupled with local pollution. They suggest that the Council check that it is not local pollution causing the problem and say that if the Environment Agency found out that this is the cause then they could bring action against the parties involved. However it is hoped that the new pumping station will be commissioned shortly and this might help to improve the situation. Councillor Dowson reported that the pumping station is ready for commissioning. It was agreed to monitor the situation and see what happens over the next few months.

    f) Closure of the Winterton Branch of HSBC
    A standard letter of reply has been received.
    Councillor Alan Smith passed on a copy of a letter from the Area Director. It does look inevitable that the branch will close

    g) Motorised Scooters and Motorcycles
    The neighbourhood officers have been made aware of the problems. If we can supply any names and addresses of the offenders then the officers would call at their homes.

    h) Derelict Farm building at Mere Farm
    Mr Brown has assured the Clerk that this will be demolished shortly.

FINANCIAL MATTERS

    The Clerk reported that there are no problems with the External Audit .

    The reports prepared by the Clerk were presented and payments to be made were agreed.

    The Clerk will pick up a new Bank Mandate.

HIGHWAY MATTERS

    a) Request for a handrail at the side of the steps up from the Butchers Shop to the Telephone box - E-mail from Mr Danaei said that the rail would be erected at the end of September. This has still not happened. The Clerk will contact Mr Danaei if necessary.

    b) White Lines in the centre of the road at the junction of High Burgage/Silver Street - Instructions have been issued to refurbish any defective markings around the village.

    c) Junction of A1077 and Cliff Road - Nothing new to report. The Councillors asked the Clerk to write to Mr Popple to ask if the chevrons were going to be replaced with chevrons which would not dazzle the motorist quite so much.

    d) Silver Street - Damaged marker posts to be replaced .

    e) Village name signs - To be cleaned or replaced. Silver Street sign will be re-erected.

    f) Signs on West End - Mr Hill was going to contact Traffic Dept to find out what had been done.

    g) Caravan parked on Back Lane - Inspector has not been able to contact the owner. If he can not contact the owner then Mr Hill will write and ask him to contact the Highways Office.

    h) Sutton Hill Drain - The damaged brickwork will be repaired.

    i) Drain cleaning - The Clerk had rung and requested that the street drains be cleaned out.

    j) Overgrown trees on Low Burgage - A letter had been sent to Andrea Ellis

New Highway Matters

    The road at the top of Suttons Hill is being worn away at the edges by the flow of water.

    The soak away drain at the junction of Silver Street and Composition Lane can not cope with the water during a heavy rainfall and the area becomes flooded.

    The verges on Silver Street are getting very worn away.

PLANNING MATTERS

    New Planning Permissions Requested:
    None received

    Permissions granted
    2005/1079
    - Consent given to fell an Acacia tree and to prune 6 Yew Trees at 5 Western Green.

    2005/1195 - Permission granted to erect a detached dwelling and garage on Plot 3, Marsh Lane, Winteringham.

    2005/1391 - Planning permission requested to erect a two storey extension at 10 Cliff Road

    2005/1396 - Planning permission granted to erect extensions and carry out alterations at Winteringham Village Hall

    2003/0715 - Land at No 1 Mere Farm Cottages - e-mail from the Enforcement Officer. He is aware of the situation and once again is asking the legal dept to take the matter to the magistrates court.

    Application 2004/1498 - 19 School Road. Nothing further to report.

PLAYING FIELD

    Disability Discrimination Act
    The work has now been completed. Several areas, including that around seats, have been grassed.

    Conifers at west side of AWSF
    Pruned back by the Neighbourhood Services Team today at a cost of £152.65 (plus VAT)

    The team has also swept the surface and treated the area for the moss. The Invoice for the Service contract for this work has been received.

    Wicksteed Leisure
    The barriers to replace those damaged on the Multiplay System have now been fitted and the invoice received. However the Clerk has queried this invoice and will withhold payment until the matter is resolved.

    Inspection
    Councillor Rowbotham said that it was time for the tennis nets to be stored away and Councillor Bateman said that she was quite happy to store them for the winter months.

    Councillors Rowbotham and Hill will move the portable goal posts into a new position.

    Painting Play Equipment and Teen Shelter
    As instructed the Clerk had asked for a quotation from Crosby Works. The cost for them to carry out all the work required would be £1470. The Councillors unanimously agreed to accept this quotation.

    Teen Shelter
    Mr Crowcroft had told the Clerk that it would cost approx. £180 to erect another wall. It was decided to ask Mr Crowcroft to carry out this work. A letter will be sent to Mrs Norah Stokes of the Youth Project telling her of this cost and asking her to remind the youngsters of their promise to raise money towards this cost.

    Cutting the Grass in 2006
    Mr Johnson has submitted his quotation. £1216.66 to cut all the field. Mr Johnson quotes for 15 cuts but he has actually cut the field 26 times this past growing season at no extra cost.
    It was unanimously agreed that Mr Johnson be asked to cut the grass again next year.

HANDYMAN

    Ken is going to repair the seat on Cliff Road. As he is now working his winter hours, this work will be carried out in addition to his normal duties.

PARISH PATHS

    The “No Horses” sign on Footpath 18 has been replaced. Work has been carried out on the steps on Footpath 318.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Request received for trees to be planted behind the seat on Ferriby Road Corner - Councillor Dowson has spoken to the farmer who owns the field directly behind the seat and there are no objections to the Council planting some trees. The Clerk was asked to contact the Tree Officer at North Lincolnshire Council to ask for her help and advice.

REPORTS FROM REPRESENTATIVES

    Village Hall - Report given on Planning Application and the grants applied for towards the cost of refurbishing the Hall.

    Neighbourhood Watch - New representative needed.

    Rugby Cement Works - Councillor Dowson had not been able to attend the last meeting.

VILLAGE NEWSLETTER

    It was decided that a Newsletter should be issued in mid November. The Clerk will contact the Editor to find out if this is convenient and if so then she will contact the village organisations and also the new landlords in the public houses and the new owners of the village shop.

    b) Liaison Meeting on Thursday 13th October. (This is a joint meeting with ERNLLCA). Unfortunately no one is able to attend.

    i) Request from Winteringham Under Fives to hold a Bonfire on the Playing Field on Sunday 6th November. The Clerk will write and say that the Councillors had no objections providing the Insurance cover is in place and the field is re-instated to a good condition after the event.

    j) Humber & Wolds Rural Community Council - Affordable Housing in Winteringham
    Mr Broadmeadow will be invited to speak to the Councillors in February or March 2006.

Comments from Councillors to the Chairman/Clerk

    A letter and a petition has been submitted to the Licensing Authority from the people living in close proximity to the Ferry Boat Inn. These people are not happy about the request for extended opening hours.

    Miss Ashberry signed her Acceptance of Office and also completed the Code of Conduct Form.

Next Meeting

    The next Parish Council Meeting will be held on 1st November 2005 commencing at 7.30 pm.

    The meeting closed at 9.10 pm.
