Minutes of the meeting of the meeting of Winteringham Parish Council held on Tuesday 3rd October 2006 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE MEETING HELD ON 15th AUGUST 2006

    These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Ashberry, seconded by Councillor Hatton that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a) Discussion with P.C. Sewell - the councillors did not feel that this had been a very productive discussion although occasional police vehicles are seen in the village.

    b) Refurbishment and alterations to the Village Hall - No news on grants etc. Still awaiting new doors for the kitchen units.

    d) Waste Recycling Liaison Meeting - The area manager, Mr Neil Smith has said that his preference is for Wednesday 8th November although he could be flexible any night that week.

    e) Cottage at Walnut Farm - The legal formalities are still being completed so restoration work cannot start until these are completed.

    e) Nature Garden on Silver Street
    Mr Stan Wood had told Councillor Bateman that he is quite happy for the ownership of the frontage of this area to transfer to the Parish Council. However, Mr Wood did tell Councillor Bateman that the Parish Council would have to pay for all legal fees.

     The Clerk has seen Mrs Wingate, the Council’s solicitor to set the wheels in motion to get this transfer deed completed.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented. The Councillors agreed that the invoices received should all be paid.

HIGHWAY MATTERS

    a) White Lines in the centre of the road and the state of the road surface at the junction of High Burgage/Silver Street Still have not been repainted since the road was surface dressed.

    b) Village Name Signs - No further news

    c) Road Edges along the Bus Route - Mr Hill has assured the Parish Clerk that the situation is continually monitor and work is carried out whenever necessary. The Clerk to respond saying that there is a need for more ‘patching’ as the sides of the road are very worn away at the present time.

    d) Harrison Close name sign - A new name sign has been ordered

    e) Calming Measures near School - Mr Hill has passed this on to his colleague in Traffic Dept. Nothing has been heard so the Clerk will write to Traffic Dept.

    f) Secondary Salting routes - The Clerk had written to Mr Chris Peam to request the inclusion of School Road, Market Hill, Cliff Road and Frost Close.

    g) Drain Cleaning - All the drains were cleaned out.

    h) Extra Name Signs - Mr Hill has told the Clerk that the requested signs for Booth Nooking Lane, Rotten Sykes Lane, Tom Thrush Lane and Composition Lane can be purchased by the Parish Council at a cost of £180 approx. each (installed). The Councillors unanimously agreed that these should be ordered.

New Highway Matters

    Grass on the sides of the banks on Suttons Hill have not been cut. The Clerk will report this to Neighbourhood Services.

    Highways Dept will be informed that the road in front of Orchard Farm has been flooded and that the grips need recutting to allow the water to drain away. Also that one of the drain marker posts has been knocked down and thrown into the hedge.

PLANNING MATTERS

    New Planning Permissions Requested:
    2006/1051
    - Permission sought for the erection of a detached dwelling on land adjacent to No7 Meggitt Lane (amended plans)

    2006/1317 - Planning permission sought for the erection of a detached dwelling with integral garage on land at rear of Wayside Cottage, 16 Silver Street.

    Permissions Granted
    2006/1074
    - Notice of intention to fell nine plum trees within a conservation area at Byrne, 36 Western Green

    2006/1145 - Permission granted for the change of use from residential to retail and the formation of a new shop front at the Post Office 2/4 High Burgage

    2006/1146 - Permission given to erect extension to kitchen and restaurant and create staff toilet at Winteringham Fields

    2006/1147 - Listed building consent for above.
     
    2006/1189 - Permission given to erect a 19 metre telescopic amateur radio mast with antenna in rear garden of 36 Cliff Road.

    2006/1218 - Permission granted for a first floor extension to provide manager’s accommodation at the Bay Horse Inn

    2006/1302 - Planning permission granted to retain a garden shed at 23 School Road

    Refusal of Planning Permission
    2006/1050
    - Permission refused for the change of usage of land from agricultural to domestic garden at Willow Tree Lodge.

    OTHER PLANNING MATTERS
    No 19 School Road
    - Nothing further to report.

    Query on change of use of land at 83 & 85 West End
    Reply received from Mr Ron White which said that Dr Sarvesvarin had applied for planning permission for change of use but then an alternative scheme was put forward which did not need planning permission. However what has now been done with the land is different from what was agreed so Mr White will be taking this up with Dr Sarvesvarin.

    No planning application had been received from the owners of the Old School, 83 West End as although this land has been fenced off it has not been turned into a garden. The situation will be monitored.

PLAYING FIELD

    Inspection
    Councillor Rowbotham said that he thought that Mr Thompson is doing a good job removing the litter. The only obvious problem is the broken seat in the Teen shelter. (The Clerk has once again contacted the builder and he has promised to come as soon as possible.)

    There have been reports of needles found in the Teen shelter. Councillor Ashberry has told Mr Thompson that he must not put himself at risk by picking them up. She was given the number for the contact at North Lincolnshire Council for removable of needles etc.

    Reply to letter to North Lincs Council re Inspections
    Inspections will be carried out as instructed and at the same time the situation with regard to the need of moss treatment on the AWSF will be reviewed.

    Work by Wicksteeds
    The work on the Pineapple Whirl was carried out but the Clerk had to report that the roundabout was very stiff and difficult to turn. This has now been resolved.

    Hewde Lane Hedge
    The Clerk had written to Mr Russ Walker and he has telephoned to say that he will look at the work required and put a quote together.

HANDYMAN

    Review of Handyman’s duties and new contract for Mr Thompson. These were agreed and will be presented to him. It was agreed that if the grass still needs cutting this month he should work extra hours rather than just the 8 hours a month (for a ‘winter month’).

PARISH PATHS

    Nothing new to report.

    Footpath 316
    Mr Sanderson is still sorting out the problems with this path.

    The hedge was cut back but unfortunately some of the ‘thorny’ cuttings were left on the path. Mr Sanderson said that he would arrange for these to be cleared up.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing new to report.

REPORTS FROM REPRESENTATIVES

    Village Hall - See earlier in the minutes

    Neighbourhood Watch - Councillor Ashberry reported that there had been a good attendance at the last meeting. PC Sewell was at the meeting. Thefts from cars appear to be the main crime in the area at the present time.

    At the request of the councillors Kay said that she would ask for a list of co-ordinators to be published in the Newsletter.

    Cemex - Councillors Dowson has information on Climafuel (“the fuel of the future”) which is being used at the works.

NEWSLETTER

    It was agreed that the next Village Newsletter should be distributed at the week end 18th/19th November. (All news to be with the editor by 10th November.) The Clerk will talk to Mr Wells and, if he is happy with this, letters will be sent to the organisations.

    e) Request from Winteringham Underfives for permission to hold a Bonfire Event on the evening of 4th November. The Councillors agreed to this request with the proviso that a copy of the Insurance Cover is sent to the Clerk before the event.
    f) Voluntary Action North Lincs - Details of funding for a Rural Funding and Development Advisor.

Items to bring to the Notice of the Chair/Clerk

    The Clerk had been asked if there are any restrictions on Ice Cream Van chimes. She will contact Environmental Health.

    A card to be purchased and sent to Mr Linnell the Principal of John Leggott College who is leaving to take up a new post.
