Minutes of the meeting of Winteringham Parish Council held on Tuesday 2nd October 2007 commencing at 7.30pm. The meeting was held in the Council Room at the Village Hall.

MINUTES OF THE MEETING HELD ON 14th August 2007
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Foord, seconded by Councillor Ashberry that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Nature Garden on Silver Street - The Clerk had written once again to Mr Wood but still had not had a reply. Councillor Bateman said that she would make a determined effort to see him at the weekend.
b) School Bus Stop - Moved to Silver Street from the start of the new term for a trial period which will be adopted if it is successful. The Councillors have received favourable comments about this new ‘bus stop’.
c) Green at Town End - Nothing new to report. The Clerk has rung Naomi Boyd several times but has not been able to speak to her.
d) North Lincolnshire Council meeting on Wednesday 5th September - three members of this council had attended and they reported on the meeting. They asked if the Clerk had received the minutes of this meeting but nothing has been sent out so far.
The good side of the flooding does seem to be that the agencies are, at last, meeting and talking together.
There were maps available to show where flooding had occurred in North Lincolnshire. Parish councils are asked to high light where drains are and if possible identify who owns the land they drain. (Councillor Dowson said that he would try to get a large scale map of the village.) Apparently North Lincolnshire Council can clear out neglected and overgrown dykes and charge the land owners for doing so.
Mr Geoff Popple had contacted the Clerk to ask for dates of future meetings as he intends to visit all Parish Councils.
e) Ice Cream Van Chimes - The Clerk had given Councillor Wells a copy of the information received. He says that he will monitor the situation and report back.
FINANCIAL MATTERS The reports prepared by the Clerk were presented. The Councillors agreed on payments to be made .
The new mandate had been completed and handed in at the bank. New councillors need to visit the bank with proof of their identity, e.g. Passport and Utility Bill or similar.
HIGHWAY MATTERS
a) Signs to indicate that roads are suitable for heavy/large vehicles - nothing new to report. Councillor Alan Smith said that he would chase this up once again.
b) Name Signs for Lanes - Wayne Hill had said that he would chase these up.
c) Weeds on stonework - Mr Thompson had sprayed them again and will now be asked to remove the dead weeds.
d) Trees on Frost Close - North Lincolnshire Homes contacted by e-mail and telephone. No reply received. North Lincolnshire Councillor Linda Cawsey said that she would chase this up on behalf of the Parish Council.
e) The holes in road surfaces on Winterton Road - no action
f) Gulley adjacent to 70 West End - still blocked
g) Road sign at junction of West End/Western Green - needs attention
New Highway Matters
To be reported: Several footpaths are damaged and in need of attention - In front of the shop - Adjacent to the chapel - Silver Street adjacent to No. 3
Holes are developing in the road surface - Market Hill/Back Lane (near grass Triangle) - Ermine Street/Silver Street - On Cliff Road
The Clerk was also asked to report the caravan which is parked on the side of the road on West End.
PLANNING MATTERS
New Planning Permissions Requested: 2007/1488 - Permission sought to erect a single storey side extension at Marsh Lane Farm - No objections
2007/1499 - Listed building consent requested to replace a staircase, renew the damp course and install a new window - No objections
Planning permission requests withdrawn 2007/0989 - Permission to erect 3 dwellings with detached garages off Ferry Lane 2007/1005 - Consent sought for the demolition of outbuildings on land off Ferry Lane
Permissions Granted: 2007/0991 - Planning permission granted to increase roof height to provide extra living accommodation at 14 Cliff Road. 2007/1258 - Planning permission granted for the erection of a new grain store at Eastfield Farm
Smoking shelters No reply received to the letter sent to Planning Dept.
PLAYING FIELD
Inspections Councillor Tong was not present at the meeting but had sent a short report. There is graffiti on the Climbing Frame and he had put the portable goal posts back in position at the weekend.
Quotation for Cutting the Field in 2008 Mr Don Johnson has quoted £1289.55. The Councillors were happy to accept this quotation. (The Clerk is to request that Mr Johnson removed the pile of grass cuttings which he has left.)
Hewde Lane Hedge Mondegreen EB have written to say that they will extend the time to spend the grant until the end of January 2008. The councillors felt that it was time that we had some indication from ‘Cut & Clear’ when the work would be carried out. The Clerk will write.
HANDYMAN
Mr Thompson has reported that there has not been a lot of mess in the Teen Shelter but that Jubilee Gardens has been in an awful state some mornings.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
Nothing reported.
PARISH PATHS
Mr Sanderson had written to say that the kissing gate on the bank at the west side of the Haven would be repaired. The structure which is currently in place is only temporary and will be removed when the new gate is erected.
He had also said in his letter that he was carrying out a complete survey of the path network in Winteringham, following which he would welcome the opportunity to discuss which structures need to be removed and which can be improved.
The Clerk will report that the thorn hedge on 316 has once again been cut and the sharp hedge trimmings left on the path. The stile on 316 (into Croft) needs attention.
NEWSLETTER
It was agreed that the next Winteringham Newsletter would be distributed at the weekend 24th-25th November. All articles and news to be sent to Councillor Wells by 19th November.
The Clerk will prepare a letter to be distributed to the organisations in the village. A paragraph will be included in this letter which points out that any material submitted may be subject to editing in the interests of presentation and available space.
REPORTS FROM REPRESENTATIVES
Village Hall - No news re. the grants. Lots of meetings were held in September so hopefully news will begin to filter through. All the building regs and planning permissions are in place but whilst waiting for news of grants the prices keep going up.
Neighbourhood Watch - Councillor Ashberry had attended the Police Authority Meeting at Barton. She reported that a speed check would be carried out on Winterton but she did not know when. The Police will be looking at the possibility of installing double yellow lines on Southside. (Recently an ambulance had been called to a lady who had suffered a stroke and had not been able to get near her home due to all cars parked on both sides of the road.) North Lincolnshire Council will be taking over the monitoring of parking in April 2008 and will have wardens out in the villages as well as in town, so hopefully the situation will improve.
P.C. Sewell and C.P.O. Sean Black had attended the last Neighbourhood Watch meeting. The letter from Mr Jacobs re. No Drinking Zones was passed on to the North Lincolnshire Councillors. Councillor Ashberry warned the Councillors about counterfeit £1 coins which are in circulation.
