Minutes of the meeting of Winteringham Parish Council held on  Tuesday 7th October 2008 in the council room at the Village Hall, commencing at 7.30pm
Present:

The Chairman invited the Police Officers to address the meeting:

    P.C. Amanda Barnett introduced herself as the new Neighbourhood Officer for Winteringham and asked the Councillors to introduce themselves so that she could ‘put names to faces’.   P.C.S.O. Shaun Black is well known to the councillors.

    There have been problems once again with the youngsters gathering on the corner opposite the Bay Horse Inn and causing a nuisance to the local householders.  It was also reported that youngsters are gathering under the umbrella at the back of the Ferry Boat Inn (which is closed at the present time).  The police have seized alcohol from youngsters in the village.

    People are reporting to the Neighbourhood Watch that they do ring the police and yet the police say that only one call was received over the weekend from Winteringham. If more calls had been received then any disturbance would have been investigated although it is not always possible for a police officer to come out.

    Anyone ringing the police should be given a log number and Councillor Wells will tell people via the Village Newsletter that it is important to record this and also the date on which the call was made.

    P.C. Barnett now carries an email machine so she can ’pick up’ messages at all times when she is on duty.  Her e-mail address is amanda.barnett@humberside.pnn.police.uk.

    The officers reported that warnings were issued to vehicles that were parked incorrectly around the village. These warnings will be followed up.  It is an offence to park on the pavement, the wrong way at night and too close to a junction. A B.M.W. parked incorrectly on School Road had been reported.

    The Councillors were dismayed to hear that there has been some hare coursing on the land around the village. P.C.S.O Black explained that although this is a horrible crime, it was often very difficult to catch the offenders as they drive 4 wheel-drive vehicles and can escape across the fields.

MINUTES OF THE MEETING HELD ON 19th AUG 2008

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor Hatton, seconded by Councillor Ashberry that these minutes be accepted as being a true record.  They were duly signed. 

MATTERS ARISING FROM THE MINUTES

    a) Nature Garden on Silver Street - A letter has been received from Mr Colin McGurran confirming that he does own the strip of land at the front of the Nature Garden and that no transfer is going ahead.  He asks that the Parish Council writes to him to say what it is they wish to do. The Clerk will respond to this letter telling Mr McGurran that the Parish Council would like ownership of this small strip of land and that they would pay any legal costs incurred.

    b) Green at Town End - The advert appeared in the Scunthorpe Telegraph, on Friday 20th June.  (Naomi Boyd has gone on maternity leave. Mr Colin Wilkinson is now the person to contact).  Mr Wilkinson e-mailed the Clerk to say that there had been no objections and that he would be getting in touch with the Council very shortly about the registration of the Green.  A further e-mail has now been received from Mr Wilkinson in which he apologises for the delay and asks for clarification on some points.  The Clerk has responded to this.

    c) Phone box - Nothing new to report.
     
    d) Environment Agency - Nothing has been heard from Philip Winn, Humber Strategies Officer, about the promised second meeting.

    e) Plaque on side of Bay Horse Inn - The Brewery have no objection to it being erected on the wall of the Inn and have offered to get their contractors to put it up.

    f) Fidelity Cover - No reply so a duplicate letter has been sent.

    g) School Travel Plan - Reply re. the request for a 20 mph zone - a survey will be carried out before a decision is made

    h) C.E. Electric - letter sent asking them to tidy up the lane leading up to the sub station on Back Lane. The reply was that their contractors would be asked to tidy up this area. The Clerk will chase this up once again.

    i) Water Side Drain - A reply has been received from the Environment Agency which says that a site visit was undertaken.  The owners of the properties on Waterside Road have all been contacted to ensure that their chosen method of sewage treatment is working correctly and that the effluent being discharged into the watercourse has been correctly treated.

    The Councillors did not feel that this was a satisfactory reply - the problem is caused because the water now stays in the drain (instead of flowing away into the haven) and becomes stagnant. The Clerk will respond.

FINANCIAL MATTERS

    The reports prepared by the Clerk were presented.  The Councillors agreed on payments to be made.

HIGHWAY MATTERS

    The last letter from Mr Hill was dated 8th August:

    a) Name Signs for Lanes - These were all fitted but the Thrush Lane sign has ‘gone missing’.  Mr Hill has ordered another one.

    b) Holes in road surfaces - Many had been repaired in June but the hole in Back Lane was missed.  This has still not been filled in.  The Clerk will report this and also the holes further up Back Lane and outside Mere Farm.  Also to be reported that the road surface on Market Hill appears to be subsiding.

    c) Road surface at the end of Ferry Lane - still under investigation.  Both Wayne Hill and David Sanderson have been out to look at the situation and talk to the owner of the cottage.
    No update on this matter

    d) West End/Western Green - Two new signs had been ordered

    e) Culvert on Ferry Lane - Will be repaired but due to work demands it may be some time before the work is carried out.

    f)   The caravan is once again parked on the roadside on West End - Mr Hill thought that this issue had been resolved but the Clerk has contacted him to say that the caravan is once again parked on the road side.

    g) Name signs - The ‘logos’ are missing from the Winteringham name signs and Winterton Haven sign has been sprayed with blue paint. New signs have been ordered and if possible the blue paint will be removed from the Haven sign.

    h) Grate outside village shop - The damaged grating will be replaced and the carriageway and footpath patched.

    i) Letter from Mr W. Maw re. the flooding of his property on Thursday 31st July - forwarded to Geoff Popple.  A reply has been received which says that Mr Hill will investigate using a specialist drain cleaning contractor.  Neither the Councillors nor Mr Maw thought that this would solve the problem.

    j) The Clerk was asked to mention the mess left on the footpath and road by the contractors who installed the services to the new school building.  Fortunately (due to the heavy rain) most of the mess has been washed away now.

New Highway Matters

    Post of the triangle on Back Lane is damaged

    Damaged warning post on Silver Street.

    The trees in Camp field need trimming back - who is responsible for doing this?

PLANNING MATTERS

    New Planning Permissions Requested:
    a)   New Applications
    2008/1217
    - Planning permission requested to erect a single storey front extension and a two storey rear extension at 23 Hewde Lane (resubmission of application but the Planning Dept now say that they made a mistake refusing the original application)

    2008/1240 - Planning permission sought to erect a covered link walkway at Winteringham Primary School (already erected)

    2008/1162 - Permission requested to retain a non illuminated sign in OS Field 5139 Sluice Lane (for the Bay Horse Inn)  (No objections)

    2008/1347 - Permission sought for alterations and conversion of domestic outbuildings to form a dwelling at the Old Rectory, West End (No objections)
        
    Prior Notification Procedure
    2008/1289 - Consent requested to fell 2 Horse chestnut trees and 1 Ash tree @ the Manor, 16 West End (No objections)

    2008/1299 - Consent requested to remove an Ash tree @ Sycamore House, 7 Silver Street (No objections)

    Planning Permissions Granted
    2008/0732
    - The Permission was granted to retain brick outbuilding at 21 Back Lane

PLAYING FIELD

    Inspections

    Councillor Tong said that the fence around the AWSF is getting more dilapidated. If the grant money to replace the fence is not approved then the fence will have to be removed

    Report from North Lincolnshire Council following the inspection  in September 2008.  New seats are needed on the swings. The Clerk was asked to accept the quotation for these.

    Dog Fouling
    Not too bad at the present time.

    Tennis Nets/Posts
    Mr Dave Underwood and Councillor Tong will carry out the necessary work to the posts and then the AWSF surface can be repaired.

    Clover on field
    Mr David Jacklin had been asked to spray the field but it has been too wet for him to do so.

HANDYMAN

    Repairs have been carried out to the strimmer. Councillor Ashberry reported that Mr Thompson finds the strimmer very heavy to use even when he is using the harness.

    The fence around the play area has needed repairing yet again (Vandalism). All of the benches around the village have now been painted.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Village Hall sign on The Green - the finger post is in need of repair. This will be reported to Highways Maintenance Dept.

PARISH PATHS

    Footpath 318
    Mr Sanderson is sorting out the ownership of the tree at the Silver Street End of the path and also contacting the owner of the stone wall to tell her that it is time that the wall was repaired .The steps on this path have still not be reinstated.
    Also
    Path 315 - the steps still need reinstating.
    Path 314 - behind the church.  Steps on the banks at either side of the drain will also be re-instated.
    Path 18 at the end of School Road - new post will be erected shortly when Mr Sanderson has spoken to the owner of the stack yard about replacing the stile with a gate.
    Path 311 - Mr Sanderson to speak to the owner of the field about the removal of the cattle grid.
    Path 316/317 - Mr Colin Wilkinson is still sorting out the width of this path.

    Positive signing in the village is still ongoing but the Councillors were not very happy that the new finger posts do not indicate the number of the path or where it goes to.

    The Clerk will once again write to Mr Sanderson

REPORTS FROM REPRESENTATIVES

    Village Hall - The money is now in place and work has started at the back of the hall on the refurbishment.

    Neighbourhood Watch - Councillor Ashberry a meeting had been held at which a presentation was made to P.C. Sewell to mark his retirement.  A survey of older persons’ properties will be carried out to find out who needs safety catches, etc on their windows.

    Barton Neighbourhood Panel Meeting - Councillor Foord had attended this and he reported on the road safety issues discussed.

    Cemex - Meeting to be held next week.

VILLAGE NEWSLETTER

    Councillor Wells asked the councillors’ views on an advert, from a local photographer, that he had been asked to put on the back page - no one had any objections.

    The Clerk will send out letters to the village organisations informing them that the Newsletter will be distributed at the weekend 22nd /23rd November and asking for their contributions as soon a possible.  (No later than 10th November).

    e) Mr & Mrs Wilkinson had asked permission to put a stone trough outside their property.  As this is adjacent to the road the request will be passed on to Highways Dept

Items to bring to the Notice of the Chair/Clerk

    The state of the garden at the property of School Road and South Side was once again commented upon. Councillor Ashberry said that she would bring this to the attention of the representative of North Lincolnshire Housing at the next NATS Meeting.

    There is a three piece suite on the pavement on Low Burgage - the clerk will watch to see that this is removed.

    (The Clerk was asked to send a card from the Parish Council to mark P.C. Sewell‘s retirement).

    The next meeting will be on Tuesday 4th  November
