Minutes of the meeting of Winteringham Parish Council held on Tuesday 6th October 09 in the Tom Thrush room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 18th AUG 2009
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Foord, seconded by Councillor Wells that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Phone box –The box has now been painted.
b) Water Side Drain – A reply had been received saying the drain would be cleaned out as part of the routine maintenance
c) Winterton Beck (Haven Drain) – A copy of the letter from Environment Agency saying that no maintenance work will be carried out this year due to lack of funding had been sent to Ian Cawsey. Another letter has been received and also a telephone call. Work will now commence on Winterton Beck (should be in October). The banks will be cut once again before winter.
The gentleman from the Environment Agency said that he would come along and speak to the Councillors at the November meeting if they so wish. The councillors asked the clerk to send an invitation.
d) A reply has been received from Anglian Water re. the enquiry about the properties on Water Side being connected to the main sewer. Copies of the letter will be delivered to the residents.
FINANCIAL MATTERS
The reports prepared by the Clerk were presented and the Councillors agreed on payments to be made.
Clerk’s salary for 2009/2010 – the Clerk had prepared a report based on the recommendations of ERNLLCA. The Councillors agreed to a 1.1% rise with back money being paid from April 09.
The new mandate has now been completed by Councillors and ‘new’ Councillors have visited HSBC so all councillors can now sign cheques.
HIGHWAY MATTERS
a) Road surface at the end of Ferry Lane - still under investigation.
b) Banking around the shop corner - when time allows this area will be pressure washed and the loose stones removed.
c) Subsidence on Market Hill – this has been marked up and work will be done on this road
d) Warning signs for HGVs – No news
e) Ledge in front of No 1 Mere Cottages – No one has been out to look at this. f) Toad Warning signs – Acknowledgement sent to Dr Coe and e mail to North Lincs
NEW ISSUES
Large pot holes developing in Hewde Lane Composition corner warning sign needs replacing (very faded) Deep hole in road surface on Low Burgage Trees in front of Town End farm are obscuring the ‘end of speed limit’ sign
PLANNING MATTERS
a) New applications 2009/1129 - Advertisement consent to display a non-illuminated sign on OS Field No 5139 Sluice Lane, Winteringham. Comment to be sent that it does not seem fair to allow this sign when the Bay Horse Inn had to remove their sign which was in exactly the same place.
2009/1139 – Planning permission to erect a two storey extension at 16 Cliff Road, Winteringham. Comment to be sent mentioning that provision should be made for off street parking
2009/1141 – Planning permission sought to erect a detached house at Townend Farm, 35 Silver Street. Comments to be sent: The entrance/exit really needs to be sorted out with perhaps provision made of vehicles to turn within the grounds It should be remembered that the building is in a conservation area. This is a very large, three storey building which would be very imposing on this site.
b) Planning Permissions Granted – None received
c) Appeal 2008/1170 – the appeal against refusal of planning permission to change the use of grassed paddock to storage for caravan was dismissed.
e) House on Ferry Lane – The Planning Enforcement Officer had e-mailed to say that he had visited the site and the ridge height of the building is 500mm in excess of the approved height. A submission is therefore awaited for permission for the retention of the building
f) An e mail has also been sent to the Enforcement Officer re. the siting of the sheds within the school grounds.
PLAYING FIELD
Inspections
Report from North Lincs re inspection carried out in July. Some wear on the Multi Unit (climbing frame)
Councillor Tong gave his report. On 12th September, Mr Dave Underwood and Councillor Tong had repaired the tennis net posts. Next year when the tennis nets are put up they will be locked into position. (A letter of thanks to be sent to Mr Underwood as he has said that he does not wish to be paid for his services).
New nets for small goal posts – Councillor Hill was not present but it is believed that he has the nets
Holes in the field for the goal posts – This has now been sorted out. (A letter of thanks to be sent to Mr Reg Moulds for his assistance)
Holes are still appearing in the field – these are thought to be dug by a dog but no-one is sure. Norm Thompson has already spent a great deal of time and effort filling in these holes.
Cutting the field in 2010 Mr Don Johnson has indicated that he is willing to continue to cut the field if the Councillors so wish. The Clerk will thank him for keeping the field in such good condition and request that he quotes for next year.
Painting the Play Equipment The Councillors agreed that this should be carried out next spring. The Clerk asked if they could think about who we could get to do this painting as it really does need to be done correctly this time. A price will be sought for new panels for the Multi Unit.
HANDYMAN
The trees on Jubilee Gardens have been trimmed back and most of the seats have been painted. Recently the Teen shelter had to be painted once again to get rid of the graffiti.
The Councillors agreed that Mr Thompson should have a wheelbarrow (if he has room to store it).
The drains around the village need to be kept clear of leaves as much as is reasonably possible.

REPORTS FROM REPRESENTATIVES
Neighbourhood Watch – The recent meeting had been a good meeting with Ken Bates, the Hanwag Co-Ordinator present. The request for a grant to purchase a CCTV camera has been refused but funding will be sought elsewhere.
Recently there had been a problem with youngsters creating problems in/around the hall. The parents of these boys are aware.
The members of the Youth Offending Team have done a good job squaring up the church yard.
NATS – Next meeting is in Winteringham Village Hall on 3rd December
Cemex – Next meeting is on 23rd October.
Village Hall - On 24th October The Burgage Band will be entertaining in the Hall and on 8th December the Christmas concert will be held.. The 2010 Village Calendar will be on sale shortly.
NEWSLETTER
It was agreed that the next issue of the village Newsletter should go out at the weekend of 20th November. A letter will be sent to local organizations asking that all items for inclusion reach the editor before Friday 6th November.
A discussion took place about the delivery of the newsletter. The Clerk will talk to the young man who has taken the last two issues out.

Items to bring to the Notice of the Chair/Clerk
A car had been stolen from outside the village shop.
There had been some vandalism involved parked vehicle on the night of Sunday 4th October. Windscreen wipers had been pulled off a van and a large stone put on the bonnet of a car on Cliff Road.
The local police team have been asked to patrol more regularly around the village on a Friday & Saturday night.
In the surrounding area there have been a number of thefts of agricultural equipment.
