Minutes of the meeting of Winteringham Parish Council held on Tuesday 4th October 2011 in The Tom Thrush Room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 6th SEPTEMBER 2011

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor
    Foord, seconded by Councillor Hatton that these minutes be accepted as being a true record.  They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a)  Lincolnshire Active Community Network - As yet no date has been set for a meeting.

    b)  Work on Trees by North Lincs - In her e mail Flora Harding says that the tree outside Wilden House will be removed as it is dead.  The tree on the bank on Market Hill will be removed as it is dead.  On Silver Street two trees close to Thrush Lane will be removed and the remainder will be pruned to provide clearance over the road and footpath.  (Work has started).

    c)  Problems reported to North Lincolnshire Homes - Councillor Ashberry reported that the problem with the grass cutting appears to have been resolved but other issues are still ongoing.

    d)  Nature Garden on Silver Street - The grass has now been cut.

    e)  Jubilee Gardens - Some wood chippings have been acquired.  A number of Hostas have been planted.
    There is still work to be done including the planting of some natural Bluebells and reseeding the grass.

    f)  Training for Councillors on the 'Role of the Clerk' -Two Councillors had attended the course on 8th September at Worlaby and said it had been an excellent, informative course.

    g)  Trees from Woodland Trust - The trees promised to Councillor Ashberry should arrive at the beginning of November. Councillor Ashberry had spoken to the Headmistress at the school and the pupils will help to plant these.  She said that she had managed to get 60 free canes and spirals.

    A letter had been received from The Lions asking if the Parish Council needed some more trees and so they are putting in an application on our behalf for a pack of trees for spring planting.

    h)  A letter had been sent to Mr S. Brown re. his offer to give some land for a new grave yard.  The Clerk had thanked Mr Brown for his generous offer but had pointed out why the Councillors felt that they had to refuse it.

    i)  Letters had been sent to Cliff Road residents (whose properties back on to the playing field) asking them not to 'dump' their grass cuttings on the Playing Field.  One of these residents had contacted the Clerk to ask why Mr Colin Barley was allowed to let his chickens roam on the field so she had written to Mr Barley asking him to keep the chickens off the field.

FINANCIAL MATTERS

    The Councillors agreed on payments to be made this month.

    An e mail has been received asking that the Parish Council's precept request be received by 9th January 2011.
    The Clerk suggested that the P.C. discuss the budget and precept at the December Meeting.  This was agreed.

HIGHWAY MATTERS

    a) Haven Bridge -The refurbished railings are back in place.  Unfortunately the white paint already has rust marks on it.

    b) New Holes in road surfaces were reported following the September Meeting but nothing has been done.  There are further problems with huge holes in the road surface of Water Side/Booth Nooking Lane and a large hole at the top of Tom Thrush Lane. There are also large holes developing on Low Burgage and Water Side.  The footpath outside No 10 West End is disintegrating and outside No 16 School Road the path is in need of urgent attention.

    c) Grips in grass verges - the cutting of grips is on a 'rolling programme'.  Mr Hill will let us know when the grips around Winteringham will be done.

    d) Footpath outside village shop - poorly patched up.

    e) Cliff Road Name sign - new sign will be ordered but in the mean time a temporary sign will be displayed by the Parish Council.

    f)   The Clerk has reported that the tree on A1077 (up from the garage) needs trimming back as it obscures a      drivers view of oncoming traffic.  The 'Motor Bike Warning Sign' had been removed but Councillor Ogg said that he would report back to Roy Hindmarsh that the Councillors still feel that branches need removing from the tree.
       
    g)  Preventative Measures re the flooding of garage at bottom of School Road - no reply to enquiry

    h)  Road surface on West End following burst pipe outside No. 38. - no reply

    i)   Bollard at junction of Cliff Road/A1077 - still down

New Issues.

    The bank adjacent to the shop/post office on West end is starting to collapse.

    All of these issues will be reported to the Highways Maintenance Dept at North Lincs.

PLANNING MATTERS

    a) New applications - None received
     
    b)  Planning Permissions Granted - None outstanding

    c)  WF/2011/0528 - Proposal is to site four wind turbines and associated infrastructure including a temporary access from Top Road at the Winterton Landfill Site. - Nothing new to report

    d)  Possible breech in Planning Permission
    Construction of Garage on School Road - The Enforcement Officer was contacted once again and has said that a valid application has not yet been received.  The Clerk will contact the Enforcement Officer once again

    e)  Conservation Area Notices on Lamp Posts  - still no letter received.  To be chased up

    f)  A new map has been received which shows the Building Line around Winteringham - when compared with the 'old map' there is very little difference.  (In several places the line has been amended slightly to encompass existing properties.)  Councillor Hatton said she would copy this new map so that all the Councillors could have a copy.

PLAYING FIELD

    Inspections - Councillor Tong said he had nothing new to report.  The tennis net will soon need taking down

    Actions following the report from North Lincs Council after their inspection on 11/7/11
    * Flat Swings are quite low - suggested that they be lifted by 3". - The Clerk has been in touch with G.L. Jones who fitted the anti wrap devices.  They have agreed that the swings do need 'lifting' and will do this when they are in the area.

    * Hole in the wet pour under the flat swings which needs repairing -  Russell Leisure have been asked to give a quote for the repair,

    * Wet Pour under cradle swings to be monitored

    * Multi Unit - On the rope bridge bottom fasteners are showing signs of wear. This was installed by Russell Leisure in Jan 2011 and is still under guarantee. - Mr Nigel Wray from Russell Leisure came out on 7th September and says he will follow up this problem.

    * Roundabout - Wicksteed Leisure have been asked to supply and fit two new seats at a cost of £256.80 (inclusive of VAT)

    * Yellow spinner. A slight movement was reported -  SMP have been out to inspect this and says that there is no untoward movement. They have pointed out that there is a 'grease hole' and the spinner should be greased regularly.  Councillor Bell said he had a grease gun and would deal with this

    Small goal posts -  Mr Fletcher has dealt with these repairs

    Railings around the Play Area - A vehicle had backed into the railings and repairs were required.  Mr Fletcher has dealt with this.

HANDYMAN.

    Mr Thompson has been ill and has spent some time in hospital.  A 'Get Well' card was sent from the Councillors.

    In the mean time Carol Thompson has been doing the grass cutting and the Clerk has been up to the field each morning to check that it is clean and tidy.

    Councillor Wilkinson will deal with the seats which need stripping and re-varnishing.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Cut & Clear were contacted re the trees adjacent to the seat on Cliff Road and those next to the AWSF
    (They will come out to look what needs doing as soon as the man is back from holiday)

    Wooden frames for notices on Jubilee Gardens - nothing new to report.

PARISH PATHS

    Nothing further heard from Mr Colin Wilkinson re the width of Footpath 316. The Environment Agency has objected to the 'narrowness' of the path.  This will be reported to Mr Wilkinson with a request that he makes every effort to resolve the problem.  The Ward Councillors said that they would speak to Tim Allen about this path.

    Bridge over into The Croft - Mr Sanderson said that he would inspect it and arrange for repairs to be carried out.  It was not known if this had been done.

    In his e mail Mr Sanderson had said that he was asking the British Trust for Conservation Volunteers to repair all the steps on the village footpaths.  Most of these steps have been repaired but Councillor Bell reported that the steps on F.P.14 need attention as they are very slippery where the path crosses the Haven Drain.

REPORTS FROM REPRESENTATIVES

    Neighbourhood Watch - At the last meeting a representative of Ken Bates had been present and had given details of local crime figures.  A suspicious vehicle has been seen collecting 'scrap iron' around the villages - please ring the police if seen. 

    NATS - Next meeting will be in Winteringham Village Hall on 10th November.

    Cemex - Meeting due towards the end of October.

    Village Hall - The last event with the Burgage Band had been a great success.  A meeting is to be held on Wednesday 5th October.

    Emergency Action Team
    Flooding - Members of the team had met with a representative of the Environment Agency who said that there is at least a 2ft lea way on an ordinary 'spring tide' so the members of the team did feel slightly more reassured.  Houses in the village which are below flood level are being visited and the owners advised on what action they need to take.

    Winter Provision - Two snow wardens have been elected one of which is Councillor Martin Bell. 
    North Lincolnshire Council has promised to deliver two one ton bags of road salt.  North Lincs Councillor Ralph Ogg will ask if Winteringham can have another two tons delivered (free of delivery charge). A safe, undercover storage area is needed.  Councillor Ashberry will investigate this.

    It was felt that notices need to be put on the salt bins to stop people taking the salt for their own use.  Councillor Ogg will speak to North Lincs council about this.

    One farmer/contractor will be responsible for clearing the main roads in the village (North Lincolnshire Council are sorting this out and will notify the villages).  If the Parish Council asks this farmer (or any other) to do any further snow clearing then they will be responsible for the cost.

    North Lincolnshire Council will continue to ensure that the main roads are kept clear of snow and are salted when necessary.

    Liaison Meeting with North Lincs was on 22nd September - Rob Beale has sent a copy of the presentation he gave on the Winter Service Review

NEWSLETTER

    Harry Wells is happy to produce a newsletter for distribution w/e 19th November.  Letters will be sent out to the village organizations

    Councillor Martin Bell will be responsible for preparing the information from the Emergency Action Team, including a request for volunteers to come forward to assist with path clearance.

    The Clerk will let Mr Wells have the other Parish Council News.

    c)  Review of Passenger Transport in North Lincs.  The Clerk to fill in the attached questionnaire and return.
     

    Other correspondence received
    a)  Boundary Commission - It is proposed that Winteringham will be part of the new Brigg and Humberston       Constituency.
    b)  Details of HPFA AGM.

Items to bring to the Notice of the Chair/Clerk

    The noise from the Exercise Class in the large hall was so great that it was decided that a letter should be sent to the Chair of the Village Hall Committee, requesting that the larger hall should not be hired to this group when the Tom Thrush Hall is let for a meeting. The Clerk asked if she could also mention in this letter the problems she has getting into the filing cabinets due to the amount of equipment which is piled up against the cabinets.

    The Environment Agency has vacancies on their Regional Flood and Coastal Committees and is looking for people wishing to sit on these committees.  Councillor Bell will put his name forward.
