Minutes of the meeting of Winteringham Parish Council held on Tuesday 6th September 2011 in The Tom Thrush Room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 2ND AUGUST 2011
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Hatton, seconded by Councillor Rounce that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) LINCOLNSHIRE ACTIVE COMMUNITY NETWORK - Councillor Foord said that he would speak to the members of the Village Hall Committee and ask them to suggest a convenient date(s) for a meeting with Mr Carter
b) Work on Trees by North Lincs - No action has been taken yet.
c) Problems reported to North Lincolnshire Homes - Councillor Ashberry is in contact with N.L. Homes with regard to the problems in Winteringham. She has found out that the roofs of the properties in Winteringham may not now be replaced.
d) Nature Garden on Silver Street -. Advice has been given by the 'Hedgehog Man' and extra shrubs will be planted. The grass will all be taken up and replaced, then snowdrops, bluebells etc will be planted. A large bag of wild flower seeds has been received.
e) Jubilee Gardens - All of the 'low growth' has been removed and plans are afoot for the reseeding of the grass and replanting of the cleared area.
f) Training for Councillors on the 'Role of the Clerk' -Course is 8th September at Worlaby
g) Trees from Woodland Trust - Winteringham P.C. will be receiving 105 trees which will be planted on land owned by the council. These should arrive in October. The P.C. will need to supply the canes and spirals.
Councillors Ashberry is going to contact the school and then hopefully the children and their parents will be involved with the planting.
FINANCIAL MATTERS
HIGHWAY MATTERS
a) Haven Bridge - e mail received on 22nd August to say that the guardrails would be removed on Tuesday 30th August and taken away for off- site repairs. This would take about 2 weeks and then they will be reinstalled as originally.
b) Holes in road surfaces and subsidence on Suttons Hill - The hole adjacent to Spring Cottage and the dip in the road surface on Suttons Hill have been filled in.
However, numerous new holes are developing. The Clerk was asked to report these to Mr Hill.
c) Grips in grass verges - the cutting of grips is on a 'rolling programme'. Mr Hill will let us know when the grips around Winteringham will be done.
d) Footpath outside village shop - poorly patched up.
e) Cliff Road Name sign - new sign will be ordered but in the mean time a temporary sign will be displayed by the Parish Council.
f) The Clerk has reported that the tree on A1077 (up from the garage) needs trimming back as it obscures a drivers view of oncoming traffic. Councillor Ogg said that an officer from Highways would be coming out to look at this problem (along with several others) on Wednesday 3rd August. The tree does not appear to have been trimmed back but the 'Motor Bike Warning Sign' as been removed. The Councillors felt that there was still a problem with visibility. The North Lincs Councillors said that this would be reported to Roy Hindmarsh. g) Floods at the bottom of School Road - the Clerk was asked to find out what action is being taken to prevent a repeat of the flooding of Mr Maw's garage.
New Issues
Road surface on West End following burst pipe outside No. 38. (Reported to North Lincs on 1st Sept.) Councillor Bell said that a lot of the problems with paths and road surfaces in the village appear to have been caused by the Utility Companies and yet North Lincs Council have to fund the cost of the repairs . The Councillors agreed that this should be pointed out to the Council.
At the junction of the A1077 and Cliff Road a bollard has been knocked over.
The Clerk was asked to contact Mr Wayne Hill.
It had been reported that the trees on the bank along Silver Street, which are owned by Mr Duck, are overhanging the path and causing a problem to pedestrians. The Clerk was asked to look and see if there is a problem and if necessary contact Mr Duck and ask him to trim the trees back.
PLANNING MATTERS
a) New applications - None received
b) Planning Permissions Granted - 2011/0819 - Outline Planning Permission given to erect a dwelling at the rear of 3&5 West End, Winteringham.
c) WF/2011/0528 - Proposal is to site four wind turbines and associated infrastructure including a temporary access from Top Road at the Winterton Landfill Site. - Nothing new to report.
d) Possible breeches in Planning Permissions: * PA/2011/0203 - the construction of a double garage at Jacobs Plot. The Enforcement Officer is satisfied that there are no breeches in the planning permission. * Construction of Garage on School Road - The Enforcement Officer is still waiting to hear that a planning application has been submitted. (The Clerk was asked to contact the Enforcement Officer again)
e) Conservation Area Notices on Lamp Posts -The Clerk has sent on e mail to Planning Dept asking why information has not been sent to Parish Councils. Ian Goldthorpe has replied saying that a short brief document will be sent out shortly and in the meantime information is available on North Lincs internet site. Councillor Will Foord reported that he has written to our local M.P. and Mr Driver about this issue.
PLAYING FIELD
Inspections - Councillor Tong said that there is a lot of dirt collecting between the Leylandii trees and the fencing around the AWSF. The Councillors decided that the Clerk should contact 'Cut & Clear' to ask them to come out and cut the trees back as well as removing the rubbish.
Report from North Lincs Council following Inspection on 11/7/11 Slight wear on chain links on all swings - to be monitored Flat Swings are quite low - suggested that they be lifted by 3" Hole in the wet pour under the flat swings - needs repairing (SMP) Wet Pour under cradle swings to be monitored (SMP). Multi Unit - On the rope bridge bottom fasteners are showing signs of wear - suggest repair. (Installed by Russell Leisure in Jan 2011 - still under guarantee) Roundabout - crack in one seat - needs repair (Wicksteed Leisure) Split level wall - steps crumbling - recommend repair also ground filling and relevelling Self closing gate - not closing Yellow spinner - slight movement to be monitored (SMP) Teen Shelter - Graffiti needs removing. Very smelly - suggested high pressure washing AWSF - needs sweeping to remove broken glass & debris.
The Clerk will contact the appropriate firms to ask for checks/repairs to be carried out. The Teen Shelter is cleaned regularly and the AWSF swept. No action to be taken on the wall or the gate at the present time.
Holes in surface of AWSF/covers for post holes - The post has now been set correctly in the hole.
Small goal posts - Councillor Dowson had contact Mr Fletcher but no repairs/welding has been carried out as yet.
HANDYMAN.
Councillor Ashberry reported that she feels that the work may be coming too much for Mr Thompson. His daughter has been trying to help him but still there are tasks which are not being carried out. The Councillors had a long discussion about this.
Councillor Ashberry will ask Mr Thompson if he would like to retire and if so then an advert will be put in the next newsletter as well as being displayed in the notice board around the village.
The tyres which had been 'dumped' in the Play Area actually belong to the Under Fives and had been removed from their Play Area. They will be returned.
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
When Councillor Wilkinson repairs/replaces the wooden frame around footpath map on Jubilee Gardens, Councillor Ashberry asked him if he could also make a frame for a notice to thank the volunteers and explain what has been happening on the gardens.
The Clerk will contact 'Cut & Clear' and ask them to cut the trees behind the seat on Cliff Road as well as the trees adjacent to the AWSF.
PARISH PATHS
Colin Wilkinson had sent an e mail in response to an enquiry by the Clerk re FP316. It appears that he still has not contacted Mr Duck to ask if he would be willing to permit this footpath to be a greater width.
Hedge on FP316 - No one was sure if this had been cut.
Bridge over into The Croft - Mr Sanderson said that he would inspect it and arrange for repairs to be carried out
In his e mail Mr Sanderson had said that he was asking the British Trust for Conservation Volunteers to repair all the steps on the village footpaths.
He had also asked the P.C. opinion on the removal of the site at the bottom of Ferry Lane. The Clerk had replied that this was not a good idea and explained why. The Councillors were happy with her reply.
REPORTS FROM REPRESENTATIVES
Neighbourhood Watch - Nothing new to report.
NATS - Minutes of the meeting on 4th August received. Next meeting will be in Winteringham Village Hall on 10th November.
Cemex - Nothing new to report
Village Hall - The Open Garden Event on 7th August was a great success and made over £1,000 for hall funds. The next event is the entertainment with the Mighty Burgage Band & Pie & Peas Supper on 9th September.
There is a committee meeting on 7th September. Councillor Foord will mention the reported problems re. the removal of signing at the Open Gardens Event and also the fact that the Clerk struggles to get into the Parish Council's Filing Cabinets in the store room due to the amount of 'equipment' in there. Councillor Foord will also ask about a meeting with Lincolnshire Active Community Network.
Emergency Action Team - The Environment Agency had declined the invitation to send a representative to the meeting. The team had requested this visit as they need advice on completing the form from the agency.
Next Liaison Meeting with North Lincs is on 22nd September. The ERNLCA meeting will be held earlier on the same evening.

Items to bring to the Notice of the Chair/Clerk
The Clerk was asked to contact the Newsletter Editor to ask if it would be convenient for him to prepare the Newsletter so that it could be distributed w/e 19th November 2011.
Councillor Bell asked if the Council had sent a letter to Mr Stuart Brown to explain why they would not be accepting his kind offer to donate a piece of land on Cliff Road for a new grave yard. This had been discussed by the Councillors and the Clerk was instructed on the reasons to give when declining this offer.
